The final chapter took place this Wednesday, when the government, employers' associations, and unions signed a tripartite agreement to control absenteeism and improve work-life balance and worker training—a document in which the CCOO (Working Council of Workers) does not appear. This union did not sign the hospitality agreement because, despite the 13.5% salary increase over three years, they consider the loss of labor rights that this entails unacceptable.

Following the negotiation of the collective bargaining agreement for the hospitality industry, absenteeism has come to the forefront. Employers placed it at the top of their list of concerns. Surely, for some, it is an important issue in itself, but it cannot be separated from a more general labor situation marked by labor shortages. Undoubtedly, without this prior circumstance, absenteeism would not be discussed with the intensity and urgency it presents. However, the problem is more complex than it appears at first glance and transcends the world of work.

It includes a 13.5% salary increase over three years: 6% this year, 4% in 2026, and 3.5% in 2027. The agreement, sealed this Tuesday, includes other aspects such as the modernization of the agreement, flexibility in hiring, work organization, and weekly rest periods. The president of the CCOO Services Federation in the Balearic Islands, Héctor Gómez, called the agreement the "worst agreement in history," while the general secretary of the UGT (Working Council of Workers) Services, Mobility, and Commerce Federation—the largest force in the sector—José García, retorted: "It's the best collective agreement in history," he said.

This agreement, they denounce, was reached behind closed doors and without the presence or participation of key sectors such as the restaurant and leisure industries, which "generate the majority of employment and contribute significantly to Social Security contributions." "We cannot sign an agreement that we have not been able to discuss or negotiate. We have been excluded from the decisive meeting, which constitutes a serious violation of the principle of good faith in collective bargaining," they stated.
