Several social and environmental organizations, with the support of more than 50 members of Congress from the PSIB (Spanish Socialist Workers' Party) and Sumar-MÉS (Sumar-MÉS), have appealed to the Constitutional Court the Strategic Residential Projects Law, a regulation approved by the PP government that allows, among other things, the automatic reclassification of rural and protected land for the construction of housing. In the case of towns with more than 20,000 inhabitants, the law eliminates the obligation to exhaust urban and developable land, as established by current regulations. Thus, municipalities such as Palma, Calvià, Manacor, Marratxí, Llucmajor, Inca, Alcudia, Ibiza, Santa Eulalia del Río, San José de Sa Atalaya, Ciutadella, and Maó will be able to decide to apply this model and fill Transition Areas—rural land surrounding main urban centers—with buildings. This is the second appeal filed regarding regulations affecting the territory, after the urban planning amnesty for rural land had already been discussed and the Constitutional Court admitted it for processing in June 2025. It has not yet issued a ruling.

The Mallorca Regional Government (GOB) and the Estellencs Landscape Defense Association have filed two complaints with the International Council on Monuments and Sites (ICOMOS), an advisory body to UNESCO, warning that "the Tramuntana mountain range is in a critical state of degradation, aggravated and accelerated by the deregulatory policies of the Catalan government." The organizations warn that, with the regulatory reforms approved in recent months, the government of Marga Prohens "has turned the mountain range into an unprotected territory in the face of speculative and tourist pressure, putting at risk the universal values that justified its recognition as a World Heritage Site in 2011."

The PSOE (Spanish Socialist Workers' Party) will present a motion at the plenary session of the Consell de Mallorca (Mallorca Council) to be held this Thursday, in which it will ask the island institution to commit "not to destroy Mallorca and not to lower the level of protection of the Tramuntana mountain range." This was explained by the Socialist spokesperson, Catalina Cladera, who has asked the president of the institution, Llorenç Galmés, to "remove the urban planning amnesty," referring to the Land Acquisition Law that the Government approved this week and which allows the legalization of illegal constructions in the Serra prior to 1991, the year in which the Law of Natural Spaces was approved.

The spokesperson for the PSOE in the Council of Mallorca, Catalina Cladera, denounced this Thursday that the governing team of the island institution, formed by the PP and Vox, "destroys the Tramuntana mountain range" and held an event in Raixa commemorating the 14th anniversary of the declaration of this space as a UNESCO World Heritage Site to "whitewash the barbarity they promote." The Socialists will not attend the event because they do not want to participate "in the farce and in the act of hypocrisy and lies" that the current Government is being expanded with the approval of the PP and Vox (which allows the legalization of illegal constructions built before 1991, when the Law on Natural Spaces was passed) and has described it as "the largest urban planning amnesty ever implemented in the Serra." Furthermore, he asserted that the PP "is turning the Serra into a bargaining chip to stay in power" and criticized the Consell for now reinstating the Law for the protection of this space promoted by the previous progressive government, "solely to clean up its image while encouraging speculation." In this context, Cladera recalled that it was the Socialists who promoted the Serra's candidacy for UNESCO in 2011. "Now it is especially painful to see how the PP-Vox agreements will provoke a new construction tsunami in Mallorca."
