Below these top figures there is a second and third level of senior officials who are key players in the functioning of the Administration. These are secretaries and general directors, managers and advisors who are known by the Italianism <em>sottogoverno</em>. This legislature has seen a high turnover among these trusted positions. In three years, there have been 142 changes of position: 68.27% of senior officials have changed ownership or responsibilities. Sources from the Executive admit that volatility can have consequences for the stability of institutional functioning.</p>]]></description>

According to the documentation published on the Transparency Portal, his department had allocated 11,267.49 euros to travel until May 21, the highest figure of the Executive if only the eleven ministries are taken into account. In total, these departments accumulate an expenditure of 45,340.81 euros. If the Presidency is also included, the total amounts to 60,383.58 euros, as the president, Marga Prohens, is the one who registers the highest individual item, with 15,042.77 euros allocated to official travel until June 25.</p>]]></description>

The Executive has deployed measures to regulate tourist rentals, but the fiscal initiatives for containment announced this legislature – such as the Sustainable Tourism Tax, the water levy, and for rental cars – have not materialized. The containment advocated by the Executive is not reflected, at the moment, in the arrival figures: in 2025, a new record was broken with more than 19 million tourists in the Balearic Islands. "We understand the discomfort," said the first vice-president, Antoni Costa, about Sunday's demonstration against saturation: "We can be told that the measures are insufficient (...), but we have taken them." Which of the Executive's promises have been applied, which have been half-done, and which have not been fulfilled?</p>]]></description>

      <title><![CDATA[National priority to speed up]]></title>

      <description><![CDATA[<p>The <a href="https://en.arabalears.cat/society/legalizing-urban-irregularities-can-generate-of-injustice_128_5699042.html" target="_blank">interview with Aina Vidal, here at ARA Balears, with the president of the Superior Court of Justice of the Balearic Islands is very interesting</a>. Because then they speak ill of the people from Madrid, Magistrate Gómez, who was born in the capital of Spain, shows much more sensitivity for these punished islands than their very Mallorcan rulers, and perhaps that's why he does it discreetly, when asked what he thinks about the Prohens government's law that legalizes rustic housing that was previously illegal. Judge Gómez says: “When irregular situations, urban or otherwise, are regularized, there is always the risk of generating a sense of injustice among those who have complied with the rule from the beginning. It is a kind of amnesty, but I cannot comment further, because, after all, it depends on the will of the legislator.” He expresses himself gently so as not to be accused of losing impartiality, but it is well understood what he means. The legislator cannot be prevented from legislating, but that does not mean they do it well. In the case of the Government, it is not that they do not do it well: they are legislating an urban amnesty —a free-for-all to build everything— that is, evidently, unjust. Unjust, because it sacrifices the collective good of all for the private benefit of a few.To move this forward, the Prohens government has decided to pass a law they call ‘strategic projects acceleration law’, which is a way, both technocratic and caricatured, of declaring that they want to get on with it. It is an omnibus law, one of those that take the opportunity to introduce amendments to many other regulations that, in principle, have no relation to the matter being legislated. It is interesting that a People's Party government passes omnibus laws, because it is a practice that its leaders have strongly denounced when the Pedro Sánchez government has used them: at one point they even said that this showed that Spain was under the yoke of a dictatorship (communist, of course). Afterwards, it is true that they have modified their attitude regarding measures of this nature and have opted to negotiate with the Spanish government the option of breaking them down, so that they don't end up voting against the increase in pensions again and become the Unpopular Party —sorry for the pun.Now, with Prohens', the PP already has an autonomous government that is creating its own omnibus law, in order to accelerate the strategic project of concreting and asphalting Mallorca, Menorca, Ibiza, and Formentera entirely. The problem is that they need to negotiate its approval with the loyal fascist partners of Vox, who force them to negotiate in stages and start from scratch each time. Vox is like fraudulent credit cards, which keep charging interest on top of interest, so that the debt not only is never paid off, but increases. And, of course, to approve the second package of amendments, they have already put national priority on the table, a new concept that emerged from the Vox laboratories and has debuted in the government agreements of Aragon and Extremadura, and which means toughening measures and rhetoric against immigrants, which even fall into unconstitutionality. But hush, because the massive deregulation of the Balearic territory that our PP's strategic acceleration proposes is also unconstitutional. Who would have thought of parties and people who for so many years had presented themselves as constitutionalists — which, even if they didn't know it, meant they were scholars of constitutional law.</p>]]></description>

The president had to respond to a question from Vox about the healthcare spending for the attention of people in an irregular situation, a pointless request, as Prohens herself made clear: "IB-Salut only has one budget and one accounting, and no items are distinguished based on where they come from." "A public representative should know this," she reproached the spokesperson for the far-right, Manuela Cañadas, who this Wednesday has accused the Government of opacity for not making non-existent data public. "Mrs. Prohens has decided that the money of all citizens is a state secret," criticized Cañadas.</p>]]></description>

The average price per square meter is €4,096, 11.5% higher than a year ago, according to the latest report from the Balearic Islands Association of Real Estate Agents (Apibaleares). Faced with these figures, the Balearic Government has adopted a strategy of "build, build, and build"—in the words of President Marga Prohens—and has implemented significant regulations to this effect. This has accelerated planning but not construction, which in most cases has not yet begun. The Government's promise to build 7,000 affordable homes cannot be fulfilled during this legislative term; the Executive now acknowledges that the results of the legislative changes will take time, despite efforts to streamline permits and reduce bureaucracy. "It's important to remember that the first phase of the previous government's housing plan—five homes in Palma—was delivered in 2020, during its second term," argue sources at the Ministry, who are urging patience. These are the main housing initiatives undertaken this term and the results achieved so far, according to data from the Ministry itself. All are part of the Housing Action Plan launched by the Executive. Meanwhile, the Government continues to refuse to implement the rent cap allowed by state law. According to the organization, these regulations represent "a complete break with European environmental law and jeopardize the islands' basic natural resources, especially water, an overexploited and fundamental resource in the context of the climate crisis." The complaint was formally registered earlier this week and is directed against the Balearic Islands' regional government and the Spanish government. With this action, as explained by GOB spokesperson Margalida Ramis, this completes "the legal and institutional offensive that the GOB has launched in recent months against the decrees and laws of the Prohens government that profoundly interfere in territorial and urban planning without adequate guarantees of participation, environmental oversight, and respect for regional powers." It is worth noting that in recent months the organization has already filed two appeals with the Constitutional Court and one<a href="https://en.arabalears.cat/society/the-gob-denounces-to-icomos-the-urban-deregulation-of-prohens-in-the-serra-tramuntana_1_5532092.html" >complaint</a> before the International Council on Monuments and Sites (ICOMOS), an advisory body to UNESCO, regarding the effects on the Tramuntana mountain range.
