The presidency and the heads of the departments are only part of a Government. Below these top figures there is a second and third level of senior officials who are key players in the functioning of the Administration. These are secretaries and general directors, managers and advisors who are known by the Italianism sottogoverno. This legislature has seen a high turnover among these trusted positions. In three years, there have been 142 changes of position: 68.27% of senior officials have changed ownership or responsibilities. Sources from the Executive admit that volatility can have consequences for the stability of institutional functioning.

The Civil Society Forum has attacked this Thursday the Government's decision not to extend the collaboration agreement it had with the entity, in force until July 31. The organization considers the decision to be "difficult to understand", states that it had not received any prior warning about the functioning of the agreement and calls on the Executive to publicly explain the reasons why it has decided not to renew it.

The Minister of Education and Universities, Antoni Vera, is the member of the Government with the highest expenditure on official travel among the ministries of the Executive during the year 2026. According to the documentation published on the Transparency Portal, his department had allocated 11,267.49 euros to travel until May 21, the highest figure of the Executive if only the eleven ministries are taken into account. In total, these departments accumulate an expenditure of 45,340.81 euros. If the Presidency is also included, the total amounts to 60,383.58 euros, as the president, Marga Prohens, is the one who registers the highest individual item, with 15,042.77 euros allocated to official travel until June 25.

Which of the Executive's promises have been applied, which have been half-done, and which have not been fulfilled?

The Minister of Finance, Arcadi España, has lashed out at the regional government's requests for improved funding: "I am tired of hearing many regional presidents boast about giving gifts to the wealthy and then complaining about a lack of resources." He states that they have received a "permanent no" to negotiation from the Government regarding the allocation of an additional 412 million euros annually.

Summer once again puts Marga Prohens (Campos, 1982) before the main challenge of her term: tourist saturation. "Healthcare [assistance] for people without legal residence represents 1%. We must attend to them for reasons of humanity and public health." This is how Prohens spoke in the Parliament plenary on Tuesday about what the attention to migrants means for the services of the Islands, who, despite residing in the Balearic Islands, have not yet regularized their administrative situation. The Balearic Islands will approach their record fiscal deficit of the last decade in 2025. These are the calculations of the Ministry of Economy and Finance, which forecasts that the difference between what the Islands contribute and what they receive will be €570.4 million. Housing prices in the Balearic Islands have reached an all-time high once again. The average price per square meter is €4,096, 11.5% higher than a year ago, according to the latest report from the Balearic Islands Association of Real Estate Agents (Apibaleares). Faced with these figures, the Balearic Government has adopted a strategy of "build, build, and build"—in the words of President Marga Prohens—and has implemented significant regulations to this effect. The President of the Balearic Government, Marga Prohens, will appear before Parliament on Tuesday during the question period to answer questions about the housing situation in the Balearic Islands. Members of Parliament will raise questions about the Government's measures to alleviate the housing shortage and about the processing of urban development projects in transition zones. The GOB (Balearic Ornithological Group) has filed a complaint with the European Commission against the land acquisition and administrative simplification laws passed by the government of Marga Prohens, alleging they "violate European environmental law and the Water Framework Directive." According to the organization, these regulations represent "a complete break with European environmental law and jeopardize the islands' basic natural resources, especially water, an overexploited and fundamental resource in the context of the climate crisis."
