      <description><![CDATA[<p><img src="https://static1.ara.cat/clip/a3f229b3-4480-4836-b503-5f0858b00ac4_16-9-aspect-ratio_default_0.jpg" /></p><p>The plenary session of the Catalan Parliament ended without surprises and rejected the government's spending cap, despite recent attempts to reach an agreement with Vox and despite the so-called <em>in extremis </em>The Minister of Economy, Antoni Costa, appealed to the "responsibility" of the members of parliament from all parties, ultimately accusing them of failing to help ensure that citizens "have the budget they deserve." With this setback from all groups in the Parliament, including the investiture partner, the Executive will be forced to extend the 2025 budget, a situation the PSIB (Socialist Party of the Balearic Islands) has described as a "blockade." In fact, the Socialist spokesperson, Iago Negueruela, demanded during the question period that President Marga Prohens call early elections. The plenary session served to once again stage the utter chaos between the PP (People's Party) and Vox, with constant recriminations and cross-accusations of "liars," to the point that at the end of the session, Manuel Cañadas displayed an image of Pinocchio during the speech by the PP's parliamentary spokesperson, Sebastià Sagre. </p>]]></description>

Pons stressed that the negotiations concern only the spending cap and do not imply any support for the budget. The Government will begin negotiations this week with Vox and the PSIB, although it has not yet registered the spending cap in Parliament. The deputy spokesperson for the People's Party (PP), Marga Duran, assured that the PP "takes nothing for granted." "We know we have a minority government. We try to reach agreements and compromises so that improvements for the population can be implemented," she added, referring to the €360 million increase in the spending cap. Meanwhile, MÁS per Mallorca is not willing to negotiate anything with a PP that "cannot be trusted." "He broke his word when an offer of cooperation was extended to him," stated the eco-sovereignist spokesperson, Lluís Apesteguia, who reminded everyone that the procedures to "repeal the Historical Memory Law" continue, despite the agreement between the Popular Party and the left. "We will not negotiate until the previous framework of trust is restored. If the PSIB believes that negotiations are possible, they should respect that," Apesteguia added, also emphasizing that MÁS will not be on one side of a negotiating table "with Vox on the other."</p>]]></description>

According to the agency, the deficit could reach 0.1% of GDP in 2025 and 0.2% in 2026. This is stated in the report on the projects and budget lines of the autonomous communities, which analyzes the information provided by the Government on its key priorities for 2026, a document prepared prior to drafting the budget for the following year. AIReF examines the forecasts and measures included in the document and assesses the likelihood of compliance with the established fiscal rules. Regarding the spending and deficit rule, the Authority calculates that eligible spending will increase by 5.6% in 2025 and 6% in 2026, exceeding the established limits of 3.2% and 3.3%, respectively. If the spending rule is strictly adhered to, the Balearic Islands would register a surplus of 0.1% in 2025 and 0.3% in 2026.
