This is the type of approach that courts have struck down in other territories, reminding that the order is the other way around: first it is necessary to prove that there is water, and then begin with licenses and permits.

The main defendants in the Luxury Casa real estate fraud case were sentenced to a combined total of almost 28 years in prison. The Second Section of the Provincial Court handed down a sentence of 14 years and nine months.
