According to estimates, approximately 91% of the waste will come from Ibiza and 9% from Formentera, and the annual costs of the pilot program are estimated at around €10 million. During the summer, the population of Ibiza doubles and that of Formentera triples, which proportionally increases waste generation. Council officials believe it makes sense for the tourism sector to contribute, through the ITS, to solving this shared problem.

The institutions will sign an agreement after Menorca expressed difficulties in securing the necessary technical personnel, according to sources within the island institution's Territory Department who spoke to ARA Baleares. The Council of Menorca approved a management agreement at its plenary session on December 15th, allowing it to commission Mallorca to draft PTI reports without transferring its Territory Department powers. This agreement is currently under review, and the Council of Mallorca has not yet determined how many technical staff it will dedicate to this work, sources added. The Mallorcan technicians will not travel to Menorca but will assist in drafting the PTI reports remotely. Furthermore, they will continue with their work, but will dedicate part of their workday to preparing "specific reports".
