There have been several coastal laws in Spain, and it can even be said that the one from 1969, during Franco's time, had a certain conservationist intent. Above all, because it created a great concept: public maritime-terrestrial domain, a strip that varies in extension according to different criteria, and which consecrates the first meters of the coast as an inviolable asset.

There was little of the legislature left, and the PP had a somewhat complicated electoral commitment pending, because the main responsibilities for the coast are still state-owned: repairing the beach huts, the piers, and also other businesses within public domain. It was an electoral bet by Prohens, mainly in Formentera, and for this reason, a draft law on the littoral that seeks to avoid demolitions is very close to being approved. Maria Joanquina Ferrer has been a civil servant of the CAIB since 1996. She is a law graduate and, above all, honest: she has just reported an attempted bribery, precisely from a coastal business. At the time of this interview, the facts were not known.

This law, like the one prepared by the central government, aims to create a framework to protect irregular buildings and economic activities within the public maritime-terrestrial domain. Bars, small restaurants, and shacks that violate the national Coastal Law are included in the register of constructions that the regulations consider to be of "cultural interest." under the pretext of protecting heritageAccording to the Valencian regional government, the objective of the regulation is "to guarantee legal certainty and the continuity of existing economic activities, including constructions that, without prejudice to compliance with sector-specific regulations, are considered to be of cultural interest." The ruling mandates the demolition of eight boathouses and a terrace and the restoration of the land to its original state, without any private occupation, thus ending more than two decades of legal conflict over this stretch of coastline. The boathouses were initially granted a concession in 1969 for a period of 15 years, which expired in 1974 and was never renewed. However, the Town Council attempted to legalize them in 2003, arguing that they formed part of the municipality's tradition and ethnological heritage and intending to include them in a future local heritage catalog. In reality, the City Council was trying to prevent the termination of the tourist use of the terrace that crowns the irregular constructions. In fact, the small houses form the base of a large terrace with private, tourist-oriented use, as it serves as a bar with tables and chairs in the summer.
