The law also facilitates the construction and use of land in ports in cases of "works exclusively port-related and not of a substantial nature", as it exempts the managers of the space from having to submit an urban planning report from the City Council. PP deputy Sebastià Mesquida explained that the modification aims to update the current regulations in light of the "evolution of the sector over this time" and "not to be left behind", as well as to provide "legal certainty". Vox deputy María José Verdú expressed herself in the same vein, considering that the Islands currently have an "outdated" model.

"Multi-million dollar capital gains for private companies"

Although the text has passed with the votes in favor of the PP and Vox, the PSIB has also supported part of the articles. However, the socialists have criticized that the concessions are also extended to marinas or sports ports. "Multimillionaire capital gains are given to private companies," lamented the deputy spokesperson for the PSIB parliamentary group, Marc Pons.

For their part, the deputy of MÉS per Mallorca Maria Ramon has stated that, although they share the "social, sports, and training role of nautical clubs", the law goes "much further" than extending concessions to these spaces, for which she has positioned herself against it. Furthermore, she has criticized that the norm does not address important challenges such as massification, sustainability, or environmental protection. In the same vein, the deputy of Més per Menorca, Josep Castells, has called it a fiasco, while denouncing that private companies "are profiting".
