The Government approves the decree that allows the transport of manure from Ibiza
The first decree on strategic projects was rejected by the Parliament last September, after the left-wing parties and Vox presented the proposal
PalmThe First Vice President of the Balearic Government and Minister of Economy, Antoni Costa, has stated that the Strategic Projects Decree, "100% agreed upon with Vox," legally enables the transfer of waste from Ibiza to Mallorca. Costa made this statement on Friday at a press conference following the Government Council meeting. He also explained that the decree does not establish deadlines, but rather creates "the legal framework that allows for the transport of waste from the island of Ibiza." The Government approved the new Strategic Projects Decree on Friday after reaching an agreement with Vox, with "slight modifications" to the original version. Among the key changes is that renewable energy projects cannot be expedited and will have to continue to be processed through the standard procedures.
It's worth remembering that the first decree on strategic projects was rejected by the Balearic Parliament last September, after the left-wing parties and Vox received the Executive's proposal. However, the party led by Manuela Cañadas in the regional parliament proposed that the Government continue negotiating and "refine" the legislation.
50 million in the Consell de Mallorca
Regarding the transfer of manure, in addition to the legal tools, the Executive has allocated 50 million euros to the Consell de Mallorca (Island Council of Mallorca) to amortize part of the previous investments in waste management and to compensate for the fact that it will now receive waste from other islands. "All the waste generated by the island of Ibiza will be eligible for transfer, which is what goes to the Tirme incinerator," Costa stated, adding that the island councils involved will now be responsible for making decisions on the matter. In addition to the issue of transferring waste from Ibiza to Mallorca, the Government has also agreed, as requested by Vox, to eliminate the moratorium on the implementation of renewable energy and its unification, which was included in the previous text. "Now there is neither a moratorium nor unification," the Vice President stated, adding that the fact that this legislation has sufficient support to move forward demonstrates that the Executive is capable of "reaching agreements and that there are no obstacles."
31 Ibavi developments with more than 700 homes
The Governing Council also approved this Friday the first agreement declaring public housing developments as investments of regional interest by the Balearic Housing Institute (Ibavi), a total of 31 developments currently in process with more than 700 planned public housing units across all the islands. This is the first package of projects to benefit from the new express procedure incorporated by law to expedite the processing of public developments and forms part of the emergency plan to facilitate more affordable housing for residents of the islands, as explained at a press conference by the Government spokesperson, Antoni Costa. As President Marga Prohens announced last Monday during the presentation of the projects currently being processed by the Balearic Housing Institute (Ibavi), the Governing Council has approved the first agreement to declare the construction of public housing on various plots of land in the Balearic Islands as investments of regional interest. This initial batch of 31 public housing developments will be followed by further agreements regarding other projects. The plan is to begin construction on these developments throughout 2026, as well as on other projects that will benefit from this procedure in future agreements. The declaration of public housing developments as investments of regional interest is a new measure introduced by the Government through Law 4/2025, of July 18, on urgent actions aimed at obtaining land through strategic residential projects in the Archipelago.
In this way, public housing developments receive an expedited processing procedure, similar to other infrastructure projects such as educational and healthcare centers, allowing for shorter processing times for public housing projects (a reduction of one or two years in most municipalities and up to three in some cases). Ibavi has 47 developments in process, totaling 1,213 public housing units, a figure expected to increase with more developments in various municipalities, most of which are slated to begin construction during 2026.
