Two opposition parties accuse the mayor of Llucmajor of malfeasance.

The Llibertat Llucmajor and S'ULL parties have filed a joint complaint against Xisca Lascolas for out-of-contract payments to the waste management company.

PalmThe Llibertat Llucmajor and S'ULL parties have filed a complaint for alleged malfeasance against the mayor of Llucmajor, Xisca Lascolas (PP), for "outside-of-contract payments" to the waste management company. Both parties, according to Europa Press, filed a joint complaint with the Balearic Islands Prosecutor's Office on Wednesday, with more than 30 attached supporting documents, for investigation and prosecution in Lascolas, as they understand that these 2025 payments were made "without legal protection."

In addition to the mayor, other councilors from the governing team have also been reported for having voted in favor of these payments, despite the City Council's legal reports warning of a "violation" of Law 9/2017 on public sector contracts.

The local party has alleged that these reports have been "repeated and constant" since the mayor announced in 2024 that she intended to "pay the bills without legal protection." The legal services of the City Council's Intervention, Secretariat and Accounting warned in their reports that the accounting, administrative and criminal responsibilities "would fall on the City Council members who voted in favor."

"Despite repeated warnings and alternative proposals offered by the opposition to rectify the garbage crisis facing the municipality, the mayor, without any justification, chose to ignore the law without achieving any improvements in the service," the parties defended.

After a legal review by experts, Libertad Llucmajor and S'ULL have indicated that an alleged crime of administrative prevarication has been committed, contemplated in article 404 of the Penal Code, which refers to the crime of prevarication committed by public officials.

"The mayor knew perfectly well what she was doing, because she had already been warned by City Hall officials in 2024. This did not stop her from approving more than 60,000 euros in illegal invoices and, in addition, she tried in the last ordinary plenary session to approve other payments that exceed the legal limit," said Libertad Llucmajor spokesperson Alejandro Gaffar.
