Slightly more than one dwelling per municipality in the Islands: the failure of the Government's Safe Rental program
In Formentera the balance is zero houses since it began to be applied in November 2024
PalmBetween 2,000 and 3,000 homes: this was the figure of houses that the Lloguer Segur program was to provide solely in a first phase in the Balearic Islands, according to the Minister of Housing, Territory and Mobility, José Luis Mateo. The results at the end of April 2026 confirm the failure of this measure: the program has 76 homes in the Islands, a figure that, on average, represents 1.13 homes per municipality, 1,924 fewer apartments than the minimum of 2,000 that Mateo assured would be available.
76 is the figure that Mateo provides in response to questions from the spokesperson for Més per Menorca, Josep Castells – it can be found in the Bulletin of the Parliament of the Balearic Islands (BOPIB). The Minister of Housing replicates the same answer for each of the islands, and the only thing that changes is the number of homes: "Within the framework of the Lloguer Segur program, 69 contracts have been signed as lessor within the framework of the Lloguer Segur program in Mallorca [sic]. The Lloguer Segura program currently has 76 homes, the vast majority with three bedrooms," reports the Ministry, which highlights the number of bedrooms since this initiative was launched. If there are 69 Lloguer Segur apartments in Mallorca, there are four in Menorca; three in Ibiza; and zero in Formentera.
Owners who have made their apartments available to the program can deduct up to 70% of their earnings on their income tax return. You can also choose whether you want to collect the rent monthly or with a single payment (the homes are rented for seven years), since the administration is responsible for the payment, in addition to guaranteeing that the home will be returned in the same condition in which it was delivered. To access the program, tenants must earn a maximum of 60,667 euros per year, an amount much higher than that of vulnerable families.
The Government has acknowledged that the "Safe Rent" program was not working as expected. However, Mateo still assured in Parliament in February 2025 that there were 150 homes in an "advanced stage of adhesion to the program." Three months later, in May, the Government indicated that there were 94 in the final phase to sign the contracts, and also emphasized that there were more than 400 apartments from owners interested in the program. So far, not even 80 apartments have been reached.
