Unlike the island councils of Menorca, Ibiza, and Formentera, Mallorca's council still lacks jurisdiction over agriculture, livestock, and fishing, as well as land transport. MÁS per Mallorca has submitted a motion to the plenary session of the Consell de Mallorca (Island Council of Mallorca) demanding that the Balearic Islands Government immediately begin the process of transferring powers related to agriculture, livestock, fishing, and rural development. The eco-sovereignist party denounces that the Popular Party government has failed to comply with the 2019 Agrarian Law—which established a five-year deadline for the transfer—and has also removed this obligation from the new draft 2025 Agrarian Law. Furthermore, the government is violating the 2022 Law on Island Councils, which stipulates that the Executive Branch must complete the transfer of the functions outlined in the Statute of Autonomy.

According to a statement released by the party, this decision "constitutes a direct attack on island self-government" and "a disregard for the Consell de Mallorca." Similarly, the spokesperson for MÉS per Mallorca criticized the fact that the island institution "is the natural administration for managing our territory, our landscape, and our countryside" and that "without these powers, the Consell cannot implement effective policies to protect rural land and support farmers."

The eco-sovereignists added that the draft agricultural law promoted by the PP "empties the protection of rural land of its meaning and reduces the capacity of the island councils to act." They denounced the fact that the legislation eliminates designations such as High Agricultural Value Zones (ZAVA) and that it "allows new uses for rural land without control or adaptation to territorial planning, opening the door to a new wave of speculation and urban development pressure." In fact, Unió de Pagesos has submitted an objection to the draft bill to "rescue" this protected status with the aim of encompassing "all of Mallorca." Perelló insisted that this legislative reform "not only leaves the territory unprotected, but also recentralizes powers that rightfully belong to the Consell de Mallorca." Along the same lines, he warned that "without powers there is no self-government, and without self-government there is no capacity to defend our territory or our countryside."
