PalmThe Vox leader in Palma, Fulgencio Coll, maintains his opposition to building in transition zones (rural areas near urban centers) in Palma. Despite the criticism leveled at the PP last Tuesday by the spokesperson for his party's parliamentary group, Manuela Cañadas—who accused them of not promoting projects in these areas out of "fear" of the elections—he insists on his position. "I would like to see consolidated urban land in Palma used before developing the transition zones," he explained to ARA Baleares. "That doesn't mean I oppose what my party group in the Balearic Parliament says, nor the PP," he added.

The Vox leader recalls that the party has been pressuring the mayor of Palma, Jaime Martínez, for years to unlock developable land for construction, and believes this should be the first step before addressing transition zones. "Imagine there's an eight-story building, a ten-story building, and a vacant lot," he explained in a recent interview with ARA Baleares. "Current regulations only allow six homes to be built on this lot, and that's not going to discourage anyone from building," he continued. "But if you allow construction of as many stories as the shortest building next door, 3,500 homes would be created in Palma." In the midst of the heated exchange in the chamber, Speaker Marga Prohens reminded Cañadas that it is the city councils that must decide whether or not to proceed with projects in transition zones. In principle, they must do so after exhausting all available urban or developable land, but they can do so earlier through a mandatory report. "The Government respects the autonomy of the municipalities," she said, and instructed Cañadas to ask Coll why he "is against developing" those in Palma. When asked about this, Cañadas stated at a press conference that there is no disagreement with Coll. "Perhaps during the negotiations he may have one position or another, but the only obstacle in Palma is not Coll but the PP," she explained: "Those who will have to explain to the municipalities with more than 20,000 inhabitants why the transition areas are not being established are them." At a press conference in the Parliament, the PP spokesperson, Sebastià Sagreras, reaffirmed the president's position. He also recalled that his party wanted to offer the option of establishing transition areas "exclusively in Palma," and it was "at the insistence of Vox" that this possibility was extended to municipalities with more than 20,000 inhabitants.
