The concept of 'bilateralism' is causing tension among the People's Party, which refuses to allow Catalonia, which has requested special funding, to negotiate any improvements on its own with the central government. The president of the Balearic Islands, Marga Prohens, reiterated this position last Friday after meeting with the president of the Catalan government, Salvador Illa. She warned that she would resort to "all legal avenues" if Catalonia negotiates its funding independently, outside of multilateral forums.
