From this approval, the bidder has a period of one month to raise the surface right to public deed and another six months to approve the project and begin the works.

PalmPalma City Council will be responsible for promoting the construction of 59 limited-price rental homes, as the smaller lots in the public competition have been left vacant.

This was announced by Cort spokesperson Mercedes Celeste at the press conference following the Governing Council meeting. Two of the six lots in the competition (214 homes) were awarded, while three others were reportedly left without interested companies—one of them, with 90 homes, had already been awarded. Celeste explained that this competition was part of the first of two phases of the City Council's Housing Plan, which aimed to build a total of 1,200 homes (363 in this first stage).

The homes to be developed by the council will be 47 in Coll d'en Rabassa and 12 in Indioteria. The cancelled lot is located in Nou Llevant, and the lots awarded to Locare Arpo 2D correspond to Son Ferragut and Camp Redó.

The Camp Redó lot corresponds to a property located on Bisbe Arnau Alberti Street, with a plot of approximately 18,000 square meters and an estimated buildable area of around 6,000 m², allowing for the construction of around 100 homes at a rate of 0.00. The Son Ferragut lot includes a plot located on Isabel Villena Street, with a buildable area of almost 7,000 square meters, which will provide enough for 114 homes.

Following this approval, the bidder has one month to formally document the right to build the property and another six months to approve the project and begin construction. The homes built will be for limited-price rentals. In addition, a minimum of 30% will be allocated to young people up to 35 years old, a minimum of 10% to those over 65, and another minimum of 10% to single-parent families.

Asked whether these homes could be completed during this term, the councilor stated that she does not know if they will be finished in 2027 or 2028, but stressed the importance of "getting them going" to address the housing problem in Palma. "If nothing is done and you only think about the four years of the term, you will never make progress, because by the time you have all the administrative procedures ready, two years have already passed, and by the time the tender is issued, there are only two left," she argued.

Elevator to connect the land to the Paseo Marítimo

On another note, the Governing Board approved this Wednesday the four construction projects to improve connectivity between El Terreno and the Paseo Marítim (seafront promenade), an action framed within the urban development strategy of the Ponent Coastal Plan.

These projects aim to improve access points between the Paseo Marítimo and the El Terreno neighborhood, with the construction of ramps, stairs, railings, and an elevator, to visually integrate the two areas and facilitate access.

Streamline procedures for the redevelopment of the Metropolitan

Furthermore, the Governing Board approved a request from the Governing Council for a declaration of investment of regional interest for the plots where the former Metropolitan cinema and its two adjoining premises are located. The City Council—owner of these plots after acquiring them last March for €3.6 million—intends to allocate this space, located in Pere Garau, to a general multifunctional community facility.

Along these lines, the declaration as an investment of regional interest will streamline the administrative procedures necessary to develop the Metropolitan project. Among the planned uses for this space are the implementation of a Basic Health Unit, the construction of a public parking lot to serve the new facilities, the relocation of municipal services currently provided in rented premises, such as the neighborhood center, the Citizen Assistance Office (OAC), and the Encarnación Viñas library, as well as a new library for senior citizens.
