PalmNegotiations between the PP and Vox to implement all points of the 2025 budget agreement are progressing, albeit discreetly. As has been reported Latest News And government sources confirm that both parties are finalizing how to implement two of the key points of the agreement, signed at the end of May 2025. These points tighten the conditions for immigrants to access any type of subsidy: establishing a minimum of three years of residency for the emancipation aid for young people leaving foster care (Resoga), requiring new recipients to prove three years of legal residency, and, except for justified reasons, to participate in job placement programs. According to the same sources, these legislative changes could be introduced through amendments to the Law on the Acceleration of Strategic Projects.

The Resoga benefit is intended to address situations of vulnerability due to a lack of economic resources. It is a benefit of approximately 600 euros that helps some people avoid severe poverty. The requirements to receive the aid do not distinguish between irregular and legal immigrants, but are limited to requiring registration in a municipality of the Canary Islands and proof of residency of at least twelve months prior to submitting the application. For this reason, it had become one of the few resources available to newcomers. However, by extending this requirement to three years of legal residency in the Islands (registration will no longer be sufficient), many people will be excluded from the aid. The People's Party (PP) and Vox framed this measure within the "fight against illegal immigration."

In parallel, both parties also want to introduce a proposal so that minors arriving in the Islands who are about to turn 18 will not be entitled to the three-year subsidy for former wards of the state, which they were previously eligible for. Meanwhile, the government remains at odds with the Spanish executive branch over the distribution of unaccompanied migrant children from the Canary Islands. Last week, the Balearic Islands received four of these children and young people, while the courts have yet to rule on the appeals filed by the government in this regard.
