Council of Mallorca

The Council of Mallorca has already initiated the expropriation process for Alaró Castle.

The island institution hopes that by 2026 the monument will be a heritage site for all Mallorcans.

The Council of Mallorca has already signed the order to start the expropriation file of the Alaró CastleAccording to the Island Councilor for Territory, Mobility, and Infrastructure, Fernando Rubio, the island institution has taken this step "in accordance with the provisions of Law 4/2025, which establishes Alaró Castle as a general system of supra-municipal interest." Rubio emphasized that this concept was already promoted in the fourth amendment to the Territorial Plan of Mallorca with the aim of "protecting it so that it can belong to all Mallorcans."

With the initial opening of the expropriation file, the island institution aims to "provide guarantees" and also open a space for objections so that affected people can present their proposals. According to the councilor, the Island Directorate of Territory is preparing the file. He also explained that "a topographical study must be conducted, all assets must be analyzed, an appraisal must be made, and at this stage, a period of public comment will be opened to hear those affected." Once the assets have been identified, an appraisal must be conducted to determine the cost of this expropriation," he added.

Rubio insisted that this is a "committed and firm step towards one of the most important castles in Mallorca" which, he considered, "has historical, cultural, and scenic values within the Tramuntana mountain range." He also assured that the island's institution will do "everything possible to ensure that Alaró Castle can become a heritage site for all Mallorcans by 2026." However, he emphasized that "in an expropriation process, there are a series of deadlines that must be met and that can be extended over time."

Furthermore, the minister explained that the expropriation affects the property that houses Alaró Castle, which is currently "private property" and, therefore, "there are a whole series of inconveniences." The part that belongs to the Church, to the Bishopric, and is also bound by the concordat signed between the Spanish state and the Holy See, would not, however, be included in the expropriation order initiated by the Consell de Mallorca because "all sacred spaces of the Catholic Church must be respected," according to the minister.

Likewise, the State's part would not be included in this expropriation file, which "in principle, would be a transfer," as Rubio confirmed. "We have met with the State, both with the Ministry of Culture, with whom we held a meeting a year and a half ago, and we have also met with State Heritage, with whom we studied the possibilities of recovering Alaró Castle," he noted. "The meetings will obviously continue, and we will maintain, as could not be otherwise, coordination and collaboration with the aim of making this transfer effective as soon as possible," he added.

However, Rubio has insisted that "until the ownership of the assets and each surface area, each square meter, to which it corresponds is clear, the Consell cannot rush, but must take the steps according to the administrative procedure."
