The Government creates its own body of agents to monitor all public buildings in the Balearic Islands

It has approved a decree that expands the functions of existing security workers, who will be able to control accesses, electronic systems, and detain people

PalmaThe Government is preparing to launch a new surveillance corps for the security of public buildings in the Balearic Islands. The measure focuses on the role of agents from the CAIB Security Service, to whom it attributes more functions "adapted to the current context," according to the Government.

The regulation updates a regulation in force since 1996 and specifies the competencies of this personnel. The agents will not only be responsible for the physical surveillance of buildings, but will also assume a wide range of functions that reinforce their operational capacity. Among these competencies, the approved decree highlights access control, with the power to identify and accredit both citizens and public employees, as well as to control their presence within administrative premises. They will also be able to monitor the entry of objects or packages with the aim of preventing personal or material damage.

The decree also assigns them preventive and intervention functions, such as preventing acts contrary to the rules within protected buildings and, where appropriate, making alleged offenders available to security forces and bodies. This function will authorize them to detain suspicious individuals until the arrival of local or state forces and bodies.

Furthermore, they will be able to intervene in unforeseen situations through incident services and follow specific action protocols. Another relevant element is their role in the supervision of outsourced security. The agents will have to control the execution of contracts with private security companies, which positions them as key figures in the coordination of the mixed surveillance system used by the Administration.

The Government also strengthens the technological aspect of their functions. The agents will participate in the management and supervision of electronic security systems, in coordination with the Security Control Center, which allows for remote and permanent surveillance of public buildings. Regarding personnel management, the decree establishes that agents must be part of the autonomous administration's public security scale and demonstrate the necessary training to carry out their functions, with continuous training and evaluation processes.

The Executive justifies this redefinition of competences within the framework of the need to adapt the service to a more complex scenario than that of three decades ago, with new risks and threats affecting both the physical and technological security of public buildings. With this decree, the Government aims to provide agents with more tools and responsibilities to guarantee an effective response to any incident and to consolidate their role as a central piece in the protection of public heritage.
