Miquel Roldán chose a position ahead of the rest of the interim teachers: "I wasn't even on the lists"

The teacher has joined CEIP Son Pisà in Palma, after months of leave following the conflict at CEIP Maria Antònia Salvà in Son Sardina

PalmThe teacher Miquel Roldán, convicted of harassment of minors, has had priority in the process of awarding interim positions ahead of the rest of the participants, in application of an exceptional decision endorsed by a report from the labor risk prevention department of the Ministry of Education, as ARA Balears has learned exclusively through sources close to the Administration. In this way, the teacher has joined this Tuesday at CEIP Son Pisà in Palma, where some families have already chosen not to bring their children and more are mobilizing against the teacher's presence. In principle, he will be there until April 28. However, as has been learned, it is likely that the stay will be extended.

Unions denounce that Roldán “was not even listed as an available interim teacher” at the time of the procedure and that, despite this, he would have been able to choose a position with priority and under exceptional conditions. According to these sources, the labor risk prevention report has been decisive in establishing this exceptionality, a situation they consider to be without recent precedent within the educational system. They also express concern about the fact that the procedure has been carried out with a lack of transparency and with decisions that, according to them, were already oriented before the formal resolution of the award.

Sources knowledgeable about the workings of the Ministry of Education explain that this priority would have been justified by occupational health criteria and by the management of the teacher's reintegration, with the aim of assigning him a different destination from CEIP Maria Antònia Salvà. This center was the scene of a conflict at the beginning of the course, which led to a tense situation with families and a student strike that lasted for eleven days. The school started the course without students during this period. The families' decision was based on the fact that, years ago, Roldán would have had problems with students from the same center.

FAPA Mallorca's criticisms and doubts about the process

The director of the technical office FAPA Mallorca (families), Miquel Àngel Guerrero, criticizes several alleged irregularities in the management of the case and the awarding process. According to his statements, the person substituting Roldán at CEIP Maria Antònia Salvà was still on leave. Furthermore, he assures that the position would have been filled by an additional teacher sent by the Conselleria at the beginning of the school year to be with Roldán at all times and try to calm the families, a measure that would not have achieved its objective.

Guerrero also states that the Conselleria had long been aware of the teacher's imminent return, who had been on leave since September, and that he would have been intentionally “displaced from his post” to prevent his return to the Son Sardina center. In his words, “his place is not occupied and they have moved him from his post because they knew he was a bomb.” According to the same witness, in February the Conselleria withdrew an order for mandatory health surveillance that had been activated in September within the framework of the parity committee with unions, with the aim of evaluating the teacher before his return to the classrooms. To avoid it, Roldán took leave.

In February, Education justified the withdrawal of the surveillance measure as Roldán was on medical leave and, therefore, the preventive measure no longer made sense. However, Guerrero offers a different interpretation of events. According to him, once the surveillance procedure was notified, Roldán would have filed an appeal against the decision of the parity committee, which was dismissed, and subsequently filed an administrative litigation appeal. A few days after these moves, the Ministry would have withdrawn the health inspection order, according to these sources, to avoid a possible judicial setback.

Meeting without mobile phones

Guerrero also reports that, in a subsequent internal meeting with Education, it was demanded that mobile phones be left outside the room and it was informed that the withdrawal of surveillance had been done because the teacher was on leave. The representatives present would have questioned this explanation, as the leave had been extended for months. In this context, Roldán has already returned to the classrooms.

Upon learning of Roldán's technical move, the Association of Families of CEIP Maria Antònia Salvà has recalled that it conveyed "clearly and repeatedly" to the Ministry of Education the request that the teacher not practice at the center or anywhere else, given the concern expressed by the families. According to the association, this demand has not been met or taken into account in the administrative decisions adopted. The entity considers that the decision of the educational administration generates "great concern and distrust" among the families of the center, and denounces that neither the safety nor the well-being of the students have been prioritized, elements that they consider central in any action within the educational field.

For this reason, the AFA demands immediate explanations from the Ministry of Education, transparency in the management of the case, and that the families' demands be taken into account in decisions of this nature. The association concludes that it will continue to defend "firmly" the rights and safety of the children at the center.
