The Catalan government denies that the legislature is blocked and is considering approving the 2026 budget.
Antoni Costa has reiterated that the scenario is the opposite of that experienced by the central government.

In the press conference following the Governing Council meeting, Costa insisted that the Executive "continues to govern and approve initiatives," and cited as an example the decree accelerating projects which, after being agreed upon with Vox, has parliamentary ratification assured. The Government spokesperson reiterated that the situation is the opposite of that faced by the central government. "We are in the opposite situation to Pedro Sánchez. We are temporarily operating under a budget extension, but we can continue to pass legislation. What is blocked and riddled with corruption is the government, which is why it is taking so long to call elections," he added.
"There is no impediment"
On Friday, Costa defended the appointment of a high-ranking official from Jaume Matas's government, who was convicted of corruption, as head of the Social Services department, asserting that there was no impediment or irregularity. Costa insisted that there was no impediment to the appointment, as reported by Daily of MallorcaHe pointed out that the employee had won a civil service position with the Autonomous Community that had previously remained vacant twice. "There is no conflict of interest or disqualification. He is a civil servant like any other," he concluded.
