However, the implementation has not been without controversy, and the Council has faced challenges from the main affected foreign economic sectors, who do not want to hear about any kind of restriction, despite the saturation the island suffers. The main conflict has arisen over the distribution of rental car quotas. The Council set the maximum number of authorized rental cars at 16,000, even though companies in the sector had requested more than 27,000.

The large consolidated multinational companies have repeatedly denounced the lack of legal certainty and the delay in communicating the final quotas. The association maintains that many companies have had to plan the season without knowing exactly how many vehicles could be marketed.

The National Markets and Competition Commission (CNMC) has also intervened in the conflict. The state body has urged the Consell d'Eivissa to review the distribution system because it considers that it could harm large car rental companies and has warned of possible legal actions.

But the Council has remained firm. The island's president, Vicent Marí, has defended that the restrictions respond to criteria of carrying capacity and sustainable mobility, and has accused some employers' associations of generating alarm. The institution has also assured that the real data showed that companies were introducing more than 30,000 vehicles annually to the island, far above what they initially declared. Ibiza has been a laboratory that Mallorca has followed very closely.
