They are calling for a public sailing school to be built in the port of Palma and for the restoration of the Muelle Vell (Old Dock)
The Civil Society Forum also proposes moving nautical repression to the Western Dock.

Members of the Civil Society Forum On Wednesday, they called for a sailing school to be built in the port of Palma, specifically at the breakwater, the restoration of Muelle Vell to increase the city's proximity to the sea, and the shifting of nautical repression to the western breakwater. These are the main actions envisaged in the alternative proposal prepared by the entity to refute the preliminary draft port reorganization proposal drawn up by the Port Authority of the Balearic Islands (APB). According to Jaume Garau, a member of the Fòrum executive committee, the APB's initiative "implies an increase in ship mobility and the need for new platforms, which is absolutely absurd."
He also added that the APB's preliminary draft port reorganization "is based on a population growth of 300,000 people." Therefore, he believes that the Administration's proposal "can be improved." On the other hand, he explained that the idea of the Forum is to "maintain a cruise and railway area"—although they don't yet know how—and to "carry out a whole series of actions that will make the port and the city more closely connected and have common uses."
Along the same lines, he noted that the Forum will work on the alternative proposal during August and explained that they have asked the APB for its headquarters in order to "fully explain to all social and port entities" what the entity's objective is. For his part, architect and member of Palma XXI, Joan Riera, explained that the goal is to make a "positive" proposal and introduce nuances into the APB's preliminary draft that could make the port's redevelopment "more sustainable, economical, advantageous, and much better for citizens."
Furthermore, he considered that "it is not necessary to fill 10 or 15 hectares of what is currently water to add surface area." Similarly, he noted that "some could even be removed." Regarding the alternative proposal, Riera explained that it is being designed with "technicians, naval engineers, and architects to demonstrate that it is possible not to add more surface area to the sea." He also made it clear that the Forum's proposal "does not encourage building a large commercial area Because Palma doesn't need it." For his part, Joan Fortesa, a representative of the Federation of Neighborhood Associations of Palma (an entity that is part of the Forum), stated that the objective is "to have a port at the service of the city, not a city at the service of the port."
