PalmaThe Councilor for Urban Planning and Heritage of the Andratx City Council, Beatriz Casanova Fuentes, submitted her resignation this Monday for personal reasons. From now on, the mayor, Estefanía Gonzalvo, will directly assume the responsibilities of Urban Planning and Heritage while the City Council prepares an internal restructuring of the municipal areas.
Casanova leaves behind one of the most sensitive areas of a municipality with a long history of urban planning conflicts. In fact, just a few weeks ago the GOB formally requested from the City Council the license and the complete file for the major excavations being carried out on a hillside in Port d'Andratx, following the information published by ARA Balears. The environmental organization wants to verify whether the deep excavation transforming the mountain truly conforms to the project authorized in 2019.
That action had also generated complaints from neighbors, who denounced both the landscape impact and the years of noise caused by the drilling and heavy machinery. The GOB decided to appear in the urban planning file to review the license, any subsequent modifications, and the compliance of the works with the current planning regulations.
The now-former councilor also leaves on the table the fulfillment of the Monport ruling, another of the major files inherited from Andratx's urban planning past. The municipality has set aside 5.5 million euros to execute the demolition of a set of buildings constructed on protected land and paralyzed since 2007. The High Court of Justice of the Balearic Islands ordered their demolition in 2020.
On the other hand, during Casanova's term, one of the most symbolic files of the municipality was also unblocked: the demolition of the 12 illegal apartments in Cala Llamp, an action that had dragged on for nearly two decades. The City Council launched the demolition in 2024 and the works culminated in March 2025, after years of appeals, legal obstacles, and municipal inaction.
The apartments had been authorized during the tenure of former mayor Eugenio Hidalgo and the license ended up being declared void by the courts. With the current government, the City Council resumed the execution of the ruling until the two blocks of Cala Llamp were made to disappear.
The City Council has limited itself to attributing Casanova's resignation to “personal reasons” and has expressed gratitude for her dedication. Over the coming weeks, the mayor will have to decide how to redistribute an area particularly burdened with complex files and several urban planning fronts still open.
