PalmThe Government has established the minimum services that will apply during the general strike this Wednesday, October 15, 2025, called to condemn the genocide in Palestine and demand peace. These strikes affect sectors such as education, healthcare, transportation, public administration, social services, and the environment. Therefore, the Executive has established that essential services will be active to guarantee service to citizens.

The organizing unions, CGT, CIS, Alternativa Docente, CNT, SOMOS Sindicalistas, FIST, and STEI, want to denounce "the employment, apartheid, and ethnic cleansing being carried out by the Zionist entity (Israel) in Gaza, the West Bank, and Jerusalem." Students from the UIB will also be detained, in a rally under the slogan "Carot, enough complicity. Let's stop it all!" The students will gather in front of the rector's office at 12:00 p.m. At 6:30 p.m., a demonstration open to everyone will take place in Palma, at the same time in Ciutadella, and at 7:00 p.m. in Ibiza.

Education

Non-university educational centers, whether public, private, or state-subsidized, must be open all day. Principals and secretaries will be part of the minimum staffing levels.

The established minimum staffing levels are:

  • Early Childhood Education 0-3 years: 1 teacher for every 3 units or fraction.
  • Early Childhood Education 3-6 years: 1 teacher for every 3 units or fraction.
  • Special Education: 1 teacher for every 3 units or fraction.
  • Early Childhood and/or Primary Education: 1 teacher for every 3 Early Childhood education units or fraction thereof and 1 teacher for every 4 Primary education units or fraction thereof.
  • Compulsory Secondary Education: 1 teacher for every 4 units or fraction.

Principals will have to ensure that all students are cared for, that non-striking staff can work normally, designate teachers who will cover the minimum services by name or by lottery, and inform families that their students will be cared for.

Health

Emergency services will operate at 100% capacity, both for outpatients and inpatients.

Specialized care:

  • Minimum services equivalent to those on Sundays or holidays, except:
  • Medical and radiation oncology, dialysis, day hospital and hospital pharmacy: full coverage.
  • Non-deferrable surgical interventions for patients with cancer and other high-risk conditions: full coverage.
  • Coverage for patients admitted on a holiday/Sunday.
  • Special and critically urgent units: intensive care, intensive care, coronary care, neonatology, burns, births, transplants, isolation areas: full coverage.

Primary care:

  • 8 a.m. to 3 p.m.: 2 doctors, 1 pediatrician, 2 nurses, 1 administrative assistant, 2 registration staff.
  • 3 to 8 pm: 1 doctor, 1 nurse, 1 administrative assistant.
  • From 8 p.m.: minimum services as on holidays.

Urgencies and emergencies (SUAP, 061, rapid intervention device, mobile PAC, personnel unit and professional care): 100% coverage.

Cleaning service: like a holiday, but with full activity in high-risk areas: emergency rooms, operating rooms, ICUs, births, neonatology, burns, hemodialysis, sterilization units, transplants, hospital pharmacy, radiodiagnosis, kitchens, and food.

Hospitality: guarantee diets for all admitted patients.

Transport of sick people: Full coverage for urgent, emergencies, oncology, and dialysis services; scheduled transportation with on-call services, as on Saturdays.

Public Administration

The premises must be open unless it is decided to close for justified reasons.

Minimum services:

  • Records: 1 official per general registry per ministry; at the Tax Agency, 1 person per delegation.
  • Human Resources: 1 worker per department and instrumental public sector.
  • Public educational centers: One custodian per morning and evening shift. Minimum cleaning: one worker per morning and one per evening.
  • Security: 1 worker per building.
  • Maintenance: 3 workers for the entire Autonomous Community.
  • Computer science and communication: services equivalent to Sundays.
  • Environmental Agents (AMA): Mallorca (2 incident agents, one for Tramuntana and one for Levante), Menorca (1), Ibiza and Formentera (1), Cabrera (1), head of guard coordination for the Balearic Islands (1).

The appointment of staff is the responsibility of general secretaries, directors, managers, or equivalent positions and must be communicated in writing at least one day in advance.

Social services

  • S'Estel Socio-Educational Institute Foundation and Dependency and Personal Autonomy Promotion Foundation: minimum services such as Sundays and holidays.

Balearic Institute of Nature

Majorca:

  • IIFF Extinction: technical faculty director (1), general foreman (1), fire center (3), fire engine (4), brigade (5), logistics (1).
  • Recreational spaces: 5 qualified workers.

Minorca:

  • IIFF Extinction: Facultative Director (1), Fire Engine (1), Brigade (3).
  • Natural spaces: 2 qualified workers.

Ibiza and Formentera:

  • IIFF Extinction: director (1), fire engine (1), brigade (4).

Cabrera: 1 skilled worker.

The Dragonera: 1 skilled worker.

Balearic Agency for Water and Environmental Quality

  • 1 person in the registry.
  • 1 person per supply and sanitation management service on each island (Mallorca, Menorca, Ibiza).

Blood and Tissue Bank

Palma Headquarters:

  • Morning (8am-3pm): 2 nurses, 3 laboratory technicians, 1 receptionist, 1 cleaning lady. Collections: Son Espases: 1 doctor, 1 nurse, 1 administrator.
  • In the afternoon (3 pm - 10 pm): 1 doctor, 2 nurses, 2 laboratory technicians, 1 receptionist, 1 cleaning lady.
  • Late collections: Montuïri, Portocolom, Sant Climent: medical, nursing, administrative and driver staff depending on location.
  • Afternoon shift from October 15th to 16th, 10pm-00am: 1 laboratory technician.

IB Ports

  • Ciudadela Commercial Port: minimum services of 100%.

IB3

  • Complete minimum services to ensure broadcasting: direction, management, television, radio, news, sports, technical, production, and maintenance.
  • Each shift and location has staff assigned according to minimum needs per public broadcast.

Public transport

Railway:

  • Metro: 50% of service from 10 a.m. to 12 p.m. and from 5 p.m. to 7 p.m.; 80% for the rest.
  • Palma-Inca-Manacor-sa Pobla: Weekend service from 10 a.m. to 12 p.m. and 5 p.m. to 7 p.m. 80% service during other hours.

Maritime:

  • There are no minimums between Mallorca, Menorca, and Ibiza. Between Ibiza and Formentera, the same communication will be maintained as on Sundays and holidays.

Sóller Railway and non-regular transport: service such as Sundays and holidays.
