There are indeed differences with respect to the complementary measures he presented in May 2024 and this week. At that time, he assured that he would modify Palma's General Plan to limit the number of nightlife venues in mature tourist areas, another measure that has not been implemented during that time either. The novelty now is that Martínez has announced that Cort will also prohibit the opening of new hostels and party boats on the seafront.
The lack of effective measures against overcrowding, which go beyond the announcements, contrasts with the increase in the budget of the Fundació Turisme Palma 365 by 295,000 euros, a significant portion of which is allocated to strengthening tourism promotion actions. However, another announcement that Martínez made this week is that this entity will expand its actions and take over the management of hostels.
Nothing is known about the proposals that Palma City Council submitted to the Sustainability Pact of the Government, as Martínez also explained in May 2024. One of them was precisely to prohibit the party boats, arguing that this measure proposed by the Cort could not be implemented directly by the City Council. Other initiatives included limiting or banning certain cruise ships; charging cruise passengers for arriving at the port and accessing Palma; increasing manure and water taxes on cruise tourism and vacation rentals; regulating and limiting organized tourist groups on guided tours of the city; regulating the maximum number of rental cars; and prohibiting the consumption of alcohol on the street. For now, the Government has stated on several occasions since the summer that the second phase of the agreement, which will work on the proposals, should begin in October, although at this time it has not communicated the exact start date or duration of this work.
