Bestard has three Council of Mallorca cars exclusively while 19 vehicles from his department are out of service

The report of the Secretary of the insular institution notes its inappropriate use by the vice-president of Vox

PalmaBestard has three cars for his exclusive use, while his department has 19 unusable vehicles and suffers the consequences of an aging fleet that urgently needs renovation. This is one of the conclusions in the report by the Technical Secretariat of the island institution, which highlights Bestard's inappropriate use of cars, to which ARA Balears has had access. A Dacia Sandero (acquired at the end of 2023), a Ford Ranger (2024), and a Subaru Crosstrek (2026) are the three cars that the vice-president of the Consell de Mallorca has arrogated, even though he can use an official car for his travel. In fact, the document indicates that, in the case of the Dacia, only Bestard has the keys and that on one occasion he lost them.

It is significant what the Secretariat points out about the purchase of one of the cars: "The purchase responded to the need to renew an old fleet with significant operational shortcomings, especially for the brigades and technical services of the Department." However, instead of being used to alleviate this situation, it has been used for Bestard's travel: "It is recorded that the three vehicles assigned to the councilor have remained under his full availability," the document emphasizes. Meanwhile, "the brigades constitute one of the services most affected by the limited availability of vehicles and the age of a significant part of the current vehicle fleet," insists the Secretariat of the Consell. In fact, "even before the effective incorporation of the aforementioned vehicles into the Department's fleet, it was expressly communicated to the staff that, once they were available, they would be reserved for the councilor's use."

Curiously, the report points out that Bestard continues to have the three cars exclusively as of its publication date, which is this June 17, 2026. "The situation regarding the availability of the three vehicles has not changed, remaining at the disposal of the counselor and with no communication or instruction to this Technical Secretariat regarding their availability for the ordinary operational needs of the Department's various services," the study says.

Bestard lied about the car signs

It is also noted that Bestard lied during his appearance to explain it. Regarding the lack of car signage, he said it was magnetic signage that could be put on and taken off. The tender documents for the acquisition of the vehicles stipulated that they had to be signposted, but with the Dacia Sandero it was not even done, "in accordance with the instructions conveyed by the counselor regarding this matter," says the report.

The Subaru was initially signposted (the report attaches photographs), but with no magnetic device. "The company has confirmed in writing that the institutional identification of the vehicles was carried out using adhesive vinyl," says the document, which provides the confirmation email from the awarded company.

Fuel supplies on Sundays and outside working hours

Another fact that the Secretariat highlights is that "a significant part of the fuel supplies were made on days when there is no record of any event in the published institutional agenda". They also highlight "supplies made on Sundays and at very early hours of the morning (at 6.26 am, 6.33 am, 6.44 am, 7.02 am and 7.14 am)". The document points out in this case that there is no "clear correlation with published official events". In fact, the Secretariat indicates that it cannot determine "the usual location of the vehicle outside of ordinary hours".

Bestard also refueled "in locations that, due to their location, may require specific justification for the trip", mentioning municipalities such as Andratx, Port d'Andratx and Marratxí and speaking of "events not sufficiently reflected in the institutional agenda".

An intense year

The Technical Secretariat of the Council notes that, between May 2025 and April 2026, Bestard made "an especially intense use" of his cars exclusively. "The case of the fuel supply carried out in Andratx on December 1, 2025, coinciding with a scheduled institutional visit to Deià, is documented." In this case, "the detour to Andratx bears no apparent relation to the ordinary institutional route and no official activity is recorded in that municipality that could justify it".

The report does not stop there, and qualifies as "especially significant" the "repeated late submission of prior authorizations corresponding to the head of cabinet", Julene Valdés. Here the Secretariat points out "the displacement to Madrid carried out between April 5 and 8, 2026" and "the trip to Menorca carried out on May 1, 2026".
