Cort offers a proposal with "technical endorsements" for the Local Police plan amid a new demonstration

PalmThe Palma City Council has reiterated this Wednesday that there is a "firm proposal" for the Local Police Organization Plan, amid discontent within the force and a new protest in the streets of Ciutat. Nevertheless, the City Council has avoided commenting on the mobilization led by the officers.

In the press conference following the Governing Board meeting, municipal spokesperson Mercedes Celeste defended that "everyone has the right to do as they see fit," but insisted that working conditions must be negotiated with union representatives. In this regard, she acknowledged that there may be diverse viewpoints among the workers regarding the proposals put forward.

Celeste emphasized that the Councilor for Public Function, Llorenç Bauzá de Keizer, continues to participate in the negotiation table with the aim of "resolving this issue," as reported by Europa Press. As explained, the municipal government has presented a "firm proposal with technical backing," which will now be analyzed by the unions.

Last month, the unions denounced what they consider the "blockade" of the plan, after the first meeting with Bauzá. As they explained, the situation was "exposed" and the document will not be applied immediately, as the mayor, Jaime Martínez, had committed, because Human Resources refuses to sign the proposal. The implementation of the plan will have an impact of 10 million euros on municipal coffers and includes a linear salary increase and equal working conditions across units. This would mean an increase of more than 2,500 euros gross per month in allowances.

The complication lies in adapting a specific amount of money, 31,000 euros (2,583.3 euros per month), to an abstract specific allowance, according to municipal sources. That is, justifying that a person working in an office and another working in a street conflict intervention unit, for example, receive the same allowance.

Since January 1 of this year, when the mayor committed to launching the plan, police unions have staged a succession of protests. One of the most visible was the boycott at an event in which the mayor of Palma, Jaime Martínez, participated. The protest action took place at the PalmaActiva headquarters, where a group of union members turned their backs on the mayor during his speech.In this Wednesday's press conference, Celeste remarked that the City Council "will continue working" on the Palma Local Police Organization Plan but admitted that "it would be better if everyone worked calmly." "Regardless of whether a group may have a series of demands, the City Council works for all employees," she defended.

For their part, a hundred Local Police officers demonstrated this Wednesday in the streets of the Balearic capital to demand the approval of the plan from the City Council. The officers explained that they had met with representatives of the Palma City Council, who had presented them with a new last-minute offer, which the unions finally rejected, and they continued demonstrating from the Parc de les Estacions to Plaça de Cort. Specifically, they indicated that the City Council has proposed measures such as the preparation of a report to apply corrective coefficients to certain units with specific shifts, as well as the review of which units can take on certain shifts.

However, the union representatives have denounced "pressures" by the City Council in the hours before the protest. "Everything, absolutely everything, is pressure," they declared. In any case, they pointed out that "there is nothing in writing" and that, therefore, Cort's proposals require "a vote of confidence" from the agents.

"It is not an economic issue"

The CSIF union representative, Agustín Sánchez, has pointed out that the bonuses being negotiated with Cort are based on the "dedication" and "special availability" of the service, derived from the shifts covered by the body's agents and the obligation to attend to any incident at any time. "It is not an economic issue, as economically there is indeed recognition from the City Council, it is a matter of having adequate shift organization," he has specified.

Finally, he has denounced that the increase in weekend activities and events in Palma has generated an "absolute lack of staff" which is currently covered by extraordinary services. According to him, this situation will have repercussions in the medium and long term on the city's economy.
