PalmaGEN-GOB has submitted allegations to the Balearic Islands Agrarian Bill because it considers that the text distorts the objective of promoting agricultural activity and favors tourist and urban uses of rustic land. The entity maintains that the regulation could consolidate the tertiarization of the countryside and hinder the competitiveness of farmers, in addition to generating inequalities between islands, especially in the case of Ibiza, which is subject to high tourist pressure.

One of the main criticisms focuses on the possibility of allocating agricultural buildings to tourist accommodation and regularizing buildings prior to 1991 on rustic land, including spaces of special protection. The environmental group considers that these measures could invade the powers of the island councils and town halls in matters of land use planning and urban development, and also weaken the current restrictions on land use.

The allegations also warn of the replacement of certain environmental authorizations with responsible declarations, which, according to GEN-GOB, would reduce prior control over activities with possible effects on ecosystems. The entity warns of the risks to aquifers, biodiversity, and mature forests, especially if forestry and biomass uses are promoted without sufficient environmental guarantees.

For all these reasons, GEN-GOB demands the withdrawal of the aspects of the project that it considers contrary to the protection of rustic land, the suppression of the extraordinary path for the legalization of buildings prior to 1991, and the recovery of environmental authorizations when they are necessary. It also asks to respect island and municipal autonomy, maintain the binding force of environmental regulations, and incorporate specific guarantees for climate and biodiversity protection.
