PalmaThe negotiation between the Government of the Balearic Islands and the trade union organizations to establish the minimum services for the general strike called for November 11 has ended without an agreement. CCOO in the Balearic Islands has regretted that it was not possible to reach a consensus and has demanded that the Executive set proportionate minimum services, which guarantee the attention of essential services without restricting the exercise of the right to strike.
The union argues that minimum services must be determined in accordance with criteria of necessity, proportionality, and justification, and warns that they cannot become a mechanism to neutralize the impact of the call or to prevent workers from exercising a constitutionally recognized right. In this sense, CCOO considers that the guarantee of essential services and the exercise of the right to strike are compatible, provided that the restrictions respond to objective criteria and do not unjustifiably limit the mobilization capacity of the staff.
The union has also linked the strike call to the difficulties in accessing decent living conditions in the Balearic Islands. "It is not acceptable that a community that generates so much wealth maintains significant difficulties for the people who produce it to be able to build a decent life project," it maintains. CCOO reminds that the right to strike is a fundamental tool of the working class and a democratic achievement that must be respected and guaranteed. Therefore, it demands responsibility from the Government so that the determination of minimum services respects the legal framework and does not impede the exercise of this right.
