PalmaThe Tourism Department of the Mallorca Council has removed 9,472 "verified" illegal tourist advertisements in two years and one month. The data correspond to the period between August 2024 and September of this year.
The monitoring, control, and regulatory compliance task for short-term rentals has been outsourced to the technology company Talk and Code, which reports 1,472 illegal advertisements removed between January and September 2026, which would be equivalent to 7,881 illegal tourist places that have been removed from the public offering through tourist rental platforms.
Among these, the most numerous is Airbnb, which has had to remove 658 advertisements; followed by Vrbo, with 593; Booking, with 204; and Rentalia, with 17.
The Mallorca Council asserts that the methodology used to obtain these results allows for "verified figures" to be cited. The advertisements have been counted only once, regardless of whether they appear or disappear throughout the semester; furthermore, they were only counted if their last status was illegal.
Regarding the places, they have been counted per dwelling and not per advertisement; likewise, the actual capacity declared in the advertisements themselves has been added up instead of applying a general statistical measure for each publication.
“This methodology allows for a more rigorous count of removals and for sizing the impact of the actions on the illegal tourist supply advertised on the platforms,” asserts the island institution's Tourism Department.
198 sanctioning proceedings and 76 DIA protocols in 2026
The Council also ensures that it has intensified sanctioning activity during this term. While in 2024, 218 sanctioning proceedings were initiated with a proposed penalty of 5.2 million euros; in 2025, 187 for more than 11.3 million euros and in 2026, 198 sanctioning proceedings, with fines reaching 5.9 million euros.
Regarding the new DIA protocol (Declaration of Illegality of Activity) –initiated in January 2026–, 76 have been opened, 69 of which have concluded with an order for the immediate cessation of the illegal activity.
Furthermore, inspections have reportedly increased by 130% compared to 2023.
“One of the priorities of this term is and will be the fight against illegal tourist supply. Inspection outings have been increased, order has been established, and the teams of inspectors and service processors have been expanded,” state Tourism sources.
Promoting winter in Mallorca at the World Travel Market in London
The setting chosen by the political leaders of the Council of Mallorca to make these data public has been the 2026 World Travel Market in London. The island institution presents them "as one of the strategic axes of the new tourism model" which "wants to continue advancing" towards a new way of doing things that is "more responsible, sustainable and compatible with coexistence between residents and visitors". All in all, the WTM is one of the most important international windows for tourism promotion in the world.
For the president of the Council, Llorenç Galmés, "the great challenge we have" is that of "continuing to be an international reference destination, but doing so in an increasingly responsible and sustainable way; a model that generates opportunities and prosperity throughout the year, and that guarantees the quality of life of those of us who live in Mallorca. Because coexistence between residents and tourists is absolutely non-negotiable," he said.
Even so, the island institution is participating from November 3 to 5 in the 2026 WTM with the aim of "reinforcing the positioning in the British market". In fact, one of the main events organized by the Council delegation in London is the presentation of A Winter in Mallorca. Skillfully and without using the word deseasonalization, the Council wants to show the world a winter Mallorca and invite new tourists to discover it outside the high season, which means more tourists all year round. This is what the press release sent by the island institution states: "The goal is a new responsible and sustainable tourism model, for the whole year, which must generate economic activity and contribute to improving the island and the quality of life of its residents".
"Zero tolerance"
President Galmés has assured from the British capital that during this term “we have intensified the fight against illegal supply like never before, because the rules of the game must be exactly the same for everyone. Zero tolerance against illegal supply. It is not a declaration of intentions, they are facts”.
The island's Minister of Tourism, Guillem Ginard, has stated that his priority is “for illegal tourist supply to disappear and to stop being available on the market. We cannot allow an activity that does not comply with the law to continue being advertised, marketed, and competing on equal terms with those who do comply with all the requirements”.
