PalmaThe deployment of the Llull software, which replaces the previous educational management tool in the Balearic Islands (GestIB), has generated discontent among educational centers and raised doubts about the public contract's processing. Several management teams report serious incidents in the platform's operation, especially in economic management, which has been practically paralyzed, and also warn of difficulties in basic daily administrative tasks.

The incidents coincide with an administrative contracting process that shows inconsistencies in the designation of responsible positions and in the signing of official documents. According to the procedure documentation, contradictory situations have reportedly occurred regarding the person responsible for the Information Technology in Education service. The head of service position requires A1 civil servant category, while the person appearing to sign several documents (Silvia Silva) is A2 category, which creates a conflict with the job requirements.

Specifically, its signature appears on the contracting board of October 8, 2024, in the technical specifications document of July 18, 2024, and also appears as the person responsible for the tender contract, which was awarded to Ayesa. The company has replicated the Seneca software used by the Junta de Andalucía. The contract amounts to 5.4 million euros.

In a parliamentary response to the PSIB, the Ministry of Education explains that in January 2024 Sílvia Silva was appointed coordination coordinator. But, was Silva the person in charge and head of service in October? In a final resolution of September 10, 2024, the position of head of the Information Technologies Service in Education was awarded to Antònia Bauzà through a voluntary secondment. However, in subsequent documents, there are references in which Silvia Silva appears as head of service, while in a written response on October 18 (one month after the appointment) the Ministry identifies Bauzà as a Teaching Technical Advisor (ATD). All in all, a mix-up of dates and names that does not clarify who did what and in what capacity.

L’ARA Balears has asked the Ministry of Education about Silva's signatures and the reasons why, despite there already being a definitive head of service, she continued to intervene and sign documents, but has not received a response.

Doubts and unease

Discrepancies in documentation and institutional responses have raised doubts within the PSIB about who actually held responsibility for the service during the contract processing and the launch of the Llull system, as well as about the internal coherence of the administrative process and the suitability of the person in charge to assume certain functions of such importance.

In parallel, the discontent of educational centers has intensified with the implementation of the system. According to various management teams, the new tool has meant a abrupt change from the previous system, with operational problems, technical errors, and difficulties in daily management. They also warn that the platform's lack of stability often forces the use of alternative procedures to continue with essential tasks for the functioning of the centers.

This set of factors has placed the deployment of the Llull software at the center of the debate on the digitalization of educational management in the Balearic Islands, in a context where centers and the Administration agree on the need for a stable, functional tool with full operational guarantees.
