The PSOE is studying challenging the Estellencs General Plan due to irregularities in the plenary session

The Socialists denounce that the mayor and a PP councilor voted despite being affected by rezoning and without any visible reports in the file

PalmThe PSIB-PSOE has announced it is considering legal action against the initial approval of the Estellencs General Plan, due to irregularities detected during Tuesday's plenary session. In a statement, the party denounced the controversy and suspicions of irregularities in the session, after Mayor Bernat Isern and PP councilor Miquel Àngel Rosselló, who were absent from Thursday's vote because they are directly affected by the urban rezoning changes in the new regulations, voted in favor. According to the PSOE, they voted without being shown the reports that supposedly validated their votes.

The spokesperson for the Por Estellencs coalition (which includes the PSIB), Guillem Ensenyat, has criticized the mayor for the lack of reports and documents in the plan's file, and the Socialist councilor Jaume Mateu has urged a "reversal" of the planning process in order to "develop" Estellencs' heritage values.

The new general urban development plan for the municipality allows for population growth, the construction of new single-family homes, and the destruction of the landscape with new roads and roundabouts "that have nothing to do with the current appearance of a town in the heart of the Serra de Tramuntana mountains, a UNESCO World Heritage Site," the Socialists denounce.

They recall that after Isern and Rosselló did not vote for the plan last Thursday because it involved reclassifying land owned by them or their immediate family members from rural to urban, The plenary session lapsed due to the lack of the legal requirement for absolute majority approval of the plan.

Without any official endorsement

This Tuesday, both voted without any official endorsement and despite demands from the opposition coalition, Por Estellencs. The fifth PP councilor in Estellencs, who abstained last Thursday, did not attend the plenary session this Tuesday. Given the doubts surrounding this latest plenary session, the PSIB-PSOE has expressed its intention to consider challenging the session, which would require a ruling from the Administrative Court. Mateu referred to the problems that led to the repeat session as stemming from "format issues that go beyond the conflict of interest between the mayor and the councilor." The Socialist representative demands that the process be handled with transparency and participation, and that any public official with direct interests abstain consistently and continuously.

Given that the General Plan has the technical endorsement of the Consell de Mallorca, the Socialist group has already demanded explanations from the island president, Llorenç Galmés, for having allowed the creation of regulations "with clear personal benefits for members and people linked to the PP in Estellencs".
