PalmThe PSIB (Socialist Party of the Balearic Islands) has registered a proposed law in the Balearic Parliament and the Council of Mallorca to regulate vehicle access and promote sustainable mobility on the island, citing the "inaction" of the island institution, according to a party statement. The initiative registered by the Socialists is the same text that the President of the Council of Mallorca, Llorenç Galmés, publicly presented on June 13th, about which nothing has been heard since, the statement notes. The Secretary General of the Socialist Federation of Mallorca, Amanda Fernández, has called for the swift processing of the legislation so that it can come into effect next summer. "We've gone three years without taking any action, and we have nothing six months after presenting the law. We don't know if it's due to incompetence or a desire not to upset certain interests," Fernández criticized. "The PP only talks about roads. They have again requested a meeting with the Secretary of State to discuss roads, with a list that they haven't even agreed upon with the other parties," said Catalina Cladera, spokesperson for the PSOE in the Consell de Mallorca.

For his part, Island Councillor Jaume Mateu indicated that this initiative "stems from the conclusions of the load study conducted by the Consell de Mallorca." It also includes a reference to the need to transfer public transport responsibilities, currently held by the Balearic Government, to the island council. Furthermore, it raises the possibility of using the ecotax to finance sustainable mobility policies.

Deadline expired

Galmés stated at the time that he expected the regulations to be approved by 2025. However, the year will end without any progress on the matter, despite the president's desire to finish the work "as soon as possible."

The processing of the proposed law on sustainable mobility It began last March, and in May the draft's progress was announced: non-residents with a house in Mallorca could only drive one vehicle per owner, if they were registered for tax purposes in the house, and the Consell would regulate the vehicle limit annually or biennially, giving preference to electric and non-polluting vehicles.

Galmés said on May 27 that he expected the draft regulation to be ready "within days" and that he would submit it to the Mobility Committee. He also appealed to "the spirit of consensus among all the groups in the island council so that this much-needed initiative, so demanded by the citizens, can be passed with a broad majority and maintained throughout future legislative terms." At that time, the plan was to limit vehicle access to Mallorca by the summer of 2026. Thus, the People's Party (PP) will have to decide whether it wants to move forward with its own initiative.
