Alarm among Palma residents over subsidy halt: "It's an absolute disgrace"

The Federation of Neighborhood Associations denounces lack of information and warns of the risk of paralyzing activities. The situation affects 2026 and also calls into question the subsidies planned for 2027

PalmThe suspension of municipal grants for 2026 in Palma has set off alarm bells among the neighborhood fabric, which denounces a lack of information, legal uncertainty, and a real risk of activities in the neighborhoods grinding to a halt. Associations warn that the situation, linked to an audit by the Court of Auditors of the 2022 grants, not only affects ongoing projects but also casts doubt on the continuity of aid for 2027.

The president of the Federation of Neighborhood Associations of Palma, Maribel Alcázar, has assured that, despite not having yet been able to meet with the City Council, there are two possible explanations behind the suspension of the grants. On the one hand, she points to the lack of municipal staff: "The City Council is precarious in terms of staff and in Citizen Participation everyone is working to process the audit, current grants are not being worked on".

"It is an absolute lack of respect"

On the other hand, he indicates that the decision could be due to a halt by the intervention: "The comptroller has stopped everything because he wants to know how the processing is done and will not know until the matter of the Court of Auditors is resolved." Something Alcázar describes as "incredible." This, he indicates, "is speculation" because they have not yet been able to meet with Cort. In this context, he has been forceful and has described the situation as "an absolute contempt for the work that associations do, when what we do is build coexistence."

For the entity, the audit of the 2022 grants is an "excuse" to suspend the processing of aid until the audited period is resolved, citing legal certainty as the reason. According to the experience of other audits carried out, the federation considers that the audit does not oblige to stop present or future grant processes, because it only focuses on the year being audited. Furthermore, the audit report makes it clear that the detected deficiencies are from the City Council and not from the associations.

The halt would affect more than 50 workers

Alcázar says that the freezing of aid would affect more than 50 workers linked to neighborhood associations, including cultural facilitators, workshop leaders, and monitors, and would put the entire annual programs at risk. This includes educational activities, training workshops – both health and cultural – talks, excursions, and neighborhood parties, which are key to social cohesion. Furthermore, they report imminent liquidity problems: even though many projects have already been executed and justified, the committed advances have not been paid.

The delay in the payment of the 2025 subsidies, paid late, adds to this situation, a fact that already forced activities planned for the whole year to be concentrated in a few months.

The organizations learned on February 24 through the media about the Palma City Council's decision to halt various subsidy lines, including those intended for neighborhood associations. Two days later, the Federation of Neighborhood Associations convened an assembly to analyze the situation and agree on requesting an urgent meeting with municipal officials, including the mayor.

Despite having formally registered this request on March 3, they report that to this day they have still not received any response. This lack of direct communication has generated, as they explain, rumors, confusion, and a climate of mistrust that hinders the relationship between the City Council and the associative fabric.

2027 Aid

The problem, however, could go further. Associations warn that the lack of definition regarding aid for 2027 could lead to the suspension or disappearance of community services and activities in neighborhoods. In this regard, they recall that at this point, the bases for future calls should already be being worked on to avoid repeating current delays.

Faced with this scenario, they demand that the Citizen Participation area be reinforced with more staff to be able to simultaneously face the demands of the Court of Auditors, review pending justifications, and unblock subsidies. They also insist on the need for an urgent meeting to address the situation jointly.
