The Deixalles Foundation increases its integration contracts by 26%, but suffers from bureaucratic monstrosity.

The slowness of the Administration, in addition to the dynamism of the labor market, makes it difficult to find people to fill the positions.

PalmThe Deixalles Foundation closed 2024 with a 26.52% increase in the number of integration contracts (167). The breakdown among the different companies that make up the foundation shows that Deixalles Serveis Ambientals, dedicated to the collection of bulky items and textiles, green parks, and other activities, signed 88 integration contracts (17% more, 57 with men and 31 with women). 54% were with people over 45 years of age; 79% with Spaniards; and 86% of users did not receive any type of benefit (10% more than in 2023). Beyond the human data, the manager of the integration companies, Maria Jaume, highlighted the work Deixalles does to give objects a second life. "If we reuse them, they don't go to the incinerator," she said. The economic savings for the Administration amount to 35,830 euros and the social return to 10,658 euros. In total, 468,383 units were collected, saving 84,549 kilos of carbon dioxide from the atmosphere.

Desechos Inserción y Triaje, established in 2018, is dedicated to waste sorting activities at the Consell de Mallorca treatment plants managed by the contracted companies. During 2024, it awarded 62 contracts (5% more than in 2023), 45 of which were for men and 16 for women. 39% were signed with people over 45 years of age, and 66% with Spaniards. 89% of users did not receive any financial benefits (8% more), and 58% entered Deixalles with financial difficulties. Four out of ten had no training. In this case, the social return was €14,169. 27,910 tons of materials entered the plant managed by Tirme, of which 26,787 were treated. The good news is that 254 days have been achieved without workplace accidents.

No training

Regarding the Triam de Tot company, which works at the construction and demolition waste, bulky waste, and used tires treatment plant, 17 integration contracts have been registered, 13 for men and 4 for women. Unlike the other two companies, where the majority of users were Spanish, in this case they only represent 41%, while 51% were non-EU citizens. 89% of users did not receive any financial assistance, 35% came to the service with financial difficulties, and 55% had no training.

At a time when the Deixalles Foundation's integration companies are hiring more than ever, they are encountering bureaucratic and administrative difficulties that make it difficult to fill vacancies. "We have jobs and we can't fill them with integration contracts, and we have to issue ordinary contracts because there are vacancies that we absolutely must fill," lamented Maria Jaume. The dynamic labor market means that, although there are people in vulnerable situations, few are actively seeking work and can be offered integration contracts.

Furthermore, labor regulations prevent the hiring of people with precarious permanent contracts, "even though their social and economic situation would advise their participation in an integration company." The excessive bureaucracy that permeates all levels of the public system also hinders the work of the Deixalles Foundation. "It delays the formalization of integration contracts, which has made it difficult for the increased activity of integration companies to be covered by people in situations of exclusion," the Foundation notes.
