PalmaThe Llull software, the new educational management tool that is to progressively replace Gest-IB, has once again been the subject of a confrontation between the PSIB and the Minister of Education and Universities, Antoni Vera. Socialist deputy Carles Bona has reproached the head of Education for the problems that the management teams of the centers still suffer when it comes to carrying out the economic management of the centers and has questioned both the implementation of the system and the decision to adapt the Sèneca software, which is already used by the Government of Andalusia. Vera, for his part, has defended the project and has attributed the socialists' criticisms to an outdated view of educational management.
Bona has attacked the management carried out so far: "The platform has been implemented in pieces, with modules that have never had anything to do with Gest-IB," he criticized. The deputy asked Vera to respect "what the school principals are reporting" and recalled that the implementation of Sèneca in Madrid already generated problems with grades, admission processes, and complaints from management teams.
In this sense, he reproached the minister for choosing a platform that was already working in other autonomous communities with the argument that this would allow for a more agile implementation. "The economic management should have been working for a year now and there are still centers that cannot sign invoices with agility", he denounced. The socialist also questioned the contracting procedure. According to what he explained, the Government did not hold a tender to determine which company offered the best solution, but rather opted for Sèneca and subsequently put its adaptation out to tender.
To illustrate the situation, Bona recovered the comparison that some school principals made in statements to ARA Balears regarding the actual performance of the tool: "It's as if you bought a car and they gave you a bicycle. Of course, a 3.6 million euro bicycle." The deputy added that the principals "should be dedicated to running schools, not solving computer problems" and reproached Vera for choosing the platform "without prior reports.".
Vera's defense is that Llull is being implemented "slowly but surely"
The Minister of Education has rejected the criticisms and defended that Seneca is a tool used by 14 autonomous communities, including some governed by the socialists. "Mr. Bona, I see that you do not understand anything about Seneca. It is time for me to put on my teaching cloak," he replied. Vera explained that Llull is a communication and management platform aimed at digitizing and streamlining educational procedures. He also defended that it incorporates modules that already existed in Gest-IB, such as the enrollment one, and others that were not part of the previous system, such as the economic management one. Regarding the calendar, he assured that the implementation is gradual because it is an ambitious project. As he detailed, the economic module and the single window are already in operation, while other complementary services will be incorporated during the second term of the 2026-2027 school year, and next school year it will be the turn of the enrollment module. "Managing a major project is not about saying 'go ahead', but rather taking it slow and doing it right," he defended.
The minister also claimed that the platform is being implemented in both public and charter schools and accused the socialists of having an outdated vision of educational administration. "Simply because you are living 20 years in the past," he retorted. In this sense, he criticized that previously the centers had to use "two obsolete pendrives" to manage canteens and school transport, and he recalled that families could not register online. Vera concluded his defense by vindicating the digitalization of educational administration and described the system that, according to him, the previous government defended as an "analog model typical of an outdated socialism."
