PalmaThe Joint Congress-Senate Commission on Insularity approved this Tuesday an initiative from the People's Party that calls on the government for a new road convention for Mallorca that will allow the unblocking of the approximately 230 million euros pending from the previous agreement and promote new road infrastructures considered priorities on the island. The motion, a non-binding initiative, had the votes in favor of the PP, Vox, the PNB and Sumar-MÉS, and the abstention of the socialists. The president of the Consell de Mallorca, Llorenç Galmés, was present at the debate.

The initiative urges the Executive to approve a new cooperation agreement between the Ministry of Transport and Sustainable Mobility and the Consell de Mallorca, replacing the agreement settled in December 2021. The text proposes that the new agreement include state funding with characteristics similar to the agreement signed with the Canary Islands and published in the BOE in October 2025.

Among the actions considered priority, the PP highlights the improvement of the Cala Major link between the Ma-1 and the Ma-20, the connection of the ring road with Alfons el Magnànim street and the Inca urban bypass, in addition to other variants and improvements at different points in Mallorca.

Likewise, the popular party requests to analyze and update the pending execution amount of the previous agreement, estimated at around 230 million euros, including the corresponding expropriations and adapting the amounts to current market prices.

The PP recalls that the Statute of Autonomy of the Balearic Islands attributes "exclusive" competence to the Autonomous Community in road matters and points out the island councils as institutions with their own competencies in this matter.

In this regard, it explains that the original agreement between the Ministry of Public Works and the Consell de Mallorca was signed in 2007 and later modified through various addenda to extend its validity until 2022 and update the planned actions.

However, the agreement was settled on December 14, 2021, with an unexecuted amount of 228.5 million euros. As the initiative states, since then both administrations have reiterated the need to negotiate a new agreement that will allow the pending infrastructures to be completed.
