Vehicle removal and drain cleaning in Ibiza

The Government has launched an Immediate Action Plan in Ibiza to effectively coordinate emergency interventions in the areas most affected by the flooding caused by the heavy rains of recent days. This plan includes the removal of vehicles, the cleaning of drains, and the removal of infrastructure.

The decision to create this new plan was made this Monday at the follow-up meeting of the Technical Advisory Committee for the Meteorological and Inundative Plans, under the leadership of the Director General of Emergencies and the Interior, Pablo Gárriz, according to the Ministry of the Presidency, Coordination of Government Action, and Local Police.

The person in charge of leading this plan will be the Director General of Water Resources of the Ministry of the Sea and the Water Cycle, Joan Calafat, according to the Ministry of the Presidency, Coordination of Government Action, and Local Police. Calafat traveled to Ibiza this past Sunday with technicians from the General Directorate of Water Resources, the managing director of the Balearic Agency for Water and Environmental Quality (ABAQUA), Emeterio Moles, and the general director of Mobility, Lorena de la Vall, to coordinate immediate emergency interventions in the areas on the ground.

The implementation of this plan has been coordinated from the command post installed in La Coma in collaboration with the Consell de Eivissa, the City Council of Eivissa, the City Council of San Juan de Labritja, the City Council of San Antonio de Portmany, the City Council of San José de sa Talaia, the City Council of Santa Eul Emergencies (UME) and private companies specializing in civil engineering.

As an immediate response, the most problematic areas were identified early this morning, and five priority action zones were opened within the block. The aim is to restore drainage capacity, physically protect buildings, and reduce the risk of further flooding. One of the main areas is the Llavanera torrent, where maintenance contractor personnel are working to increase drainage capacity in one of the two branches of the river bed and protect the Brisol apartments as they reach the port. At this point, a passageway leading to some parking lots that was impeding the free flow of water is also being removed.

The second point corresponds to the Cas Capità torrent, where action is being taken in two areas. One is at the confluence with the E-10, in collaboration with the UME (Mexico City University), and the other is on the branch that connects the E-10 with the port. In this section, we are working with the Ibiza Local Police to remove a dozen vehicles that were on the roadbed, which prevented cleaning and blocked drainage, causing flooding of the hydrocarbon storage area.

The third point is located in the municipality of Sant Josep, specifically on Begonia Street, where a new incident has been reported. In this area, the drainage from the second beltway flows into the town center, causing flooding of several homes. Teams are working to improve evacuation capacity and restore normal conditions. The fourth intervention point is located in the area of the Sant Josep outfall, where work is being done to improve drainage and facilitate water drainage. This is a fundamental action, as it affects the drainage capacity of the highway axis, which will require larger structural interventions in the future.

Finally, the fifth point of action is located in the port of Ibiza, where a completely obstructed infrastructure has been detected and is being cleared to restore evacuation flow to the sea. The operation is ongoing and is adapting to changing weather conditions. At the same time, Water Resources technicians are working on structural solutions to address the problems detected once the emergency phase has passed.
