According to the Red Eléctrica delegation in the Balearic Islands, all submarine electrical connection projects include "very detailed studies carried out by an independent third party" on geophysics, geotechnics, bathymetry, fishing, navigation, and seabed characterization before proposing any landing.

In the specific case of Penbal 2, which will connect northern Mallorca with the Iberian Peninsula, up to 13 landing alternatives have been analyzed, from Cape Formentor to Son Serra de Marina. Both Red Eléctrica and the Balearic Center for Applied Biology (CBBA) confirm that La Herradura is the area with the least environmental impact on the Posidonia seagrass.

Maynau acknowledged that this alternative entails other externalities, such as a longer land route and more disruption during construction, but insisted that "it is Red Eléctrica's responsibility, and due to regulatory compliance, to propose the option with the least environmental impact on a habitat of European value."

Regarding the neighborhood complaints and the allegations received During the second phase of public consultation, the delegate stated that "virtually all the submissions from stakeholders and the Alcúdia City Council, with a favorable report, have already been received." He also highlighted that "numerous environmental organizations have issued favorable reports" and that suggestions for improving aspects such as the protection of cetaceans and species like mother-of-pearl are currently being analyzed. Maynau concluded that the public consultation phase "is progressing well and should allow for the enrichment of the project without causing any significant delays."
