PalmaThe management of cat colonies often generates controversy in municipalities, ranging from neighborhood disturbances to responsibilities regarding animal care. The state Animal Welfare Law establishes that city councils must take charge of them and must deploy programs to control their population and guarantee their well-being, which represents an addition to municipal competencies.
That is why, with the aim of cooperating with the councils so that they can assume these tasks, the Council of Mallorca has doubled the aid budget intended for the application of the law, which goes from 300,000 euros in 2024 to 500,000 this year. The call is for all municipalities in Mallorca except for Palma, and the funds will be distributed proportionally according to the expenses that each council accredits.
The Animal Welfare Law stipulates that these programs must include the census and location of feline colonies, sterilization through the TNR method (trap, neuter, and return), and the identification of animals with microchips. They must also provide for veterinary care, collaboration with caregivers and animal protection entities, and information actions for the public.
Maintenance of public paths
The call includes another line of 500,000 euros for the cleaning and maintenance of municipal paths and lands, which also doubles the 2024 budget. The objective of this call is to “favor the state of conservation of municipal paths to guarantee the safety of the citizens who transit them”, in addition to an “environmental improvement”.
The Council has informed that the actions susceptible to being financed are those carried out on roads included in the municipal catalog of public paths or on public lands registered in the name of the City Council in the Property Registry. It is expected that the cleaning, the clearing of shrubs, bushes and weeds can be covered, in addition to the cleaning of trees that may affect traffic on the public path, including pruning and felling.
In total, the two lines add up to one million euros. In the case of the paths, actions carried out from January 1, 2025, until the end of the application period can be justified.
