The Prohens Government already spends more on senior officials and advisors than Armengol's
The restructuring of the Executive and the salary improvements have increased the annual expenditure from seven to nine million
PalmaAt the beginning of the legislature, Marga Prohens's incoming Government boasted about having reduced expenditure on senior officials by one million euros. As the organizational chart had one less ministry than the previous Executive, spending fell from 8.42 million euros annually in Francina Armengol's term to 7.1 million euros annually with the PP. However, this situation has reversed, and in 2025 the Popular Party already exceeded the spending of the Pact Government: they spent 8,970,175.74 euros annually on senior officials and temporary staff (advisors and trusted personnel).
According to ARA Balears' calculation based on the list of positions published by the Government on the Transparency Portal between November 2023 and November 2025, the remuneration of senior officials and temporary staff of the Government has been increasing since a significant salary increase at the beginning of 2024 – especially for secretaries and general directors, with an annual salary increase of almost 9,000 euros.
The increase in the number of positions also explains the increase in spending: it went from 181 in 2023 to 208 at the end of 2025, after the Government reshuffle by Prohens and the creation of the new Ministry of Labor. According to data from the Transparency Portal, total spending on remuneration by the Administration (includes senior officials and temporary staff, not counting the public sector or IB-Salut) exceeded the threshold of 8.42 million euros spent by the Armengol Government in November 2025. In November 2023 spending was 7.1 million euros; in April 2024, 8.1 million euros, and in December 2024, 8.2 million euros. The figure remained stable until November 2025, when it rose to 8.9 million euros.
The July 2025 reshuffle increased senior positions from 181 to 208. This was in addition to the salary update that was applied from 2024. The President of the Government, Marga Prohens, went from a remuneration of 73,290 euros per year in 2023 to 79,191 in November 2025; and the councillors moved from 64,682 to 69,873 euros per year. The most significant salary increases were for secretaries and general directors: their base salary increased by more than 7,000 euros per year between November 2023 (59,745 euros) and April 2024 (67,000 euros), while at the end of 2025 they received a salary of around 68,640 euros per year, 9,000 more than in 2023. On the other hand, positions that resided outside Mallorca at the time of appointment also receive an additional supplement of 6,000 euros per year.
Manuela García, the highest-paid councillor
While most councilors are around 70,000 euros annual salary, the Minister of Health, Manuela Garcia, is the highest paid in the Government, with a remuneration of 93,389 euros according to the latest figures. In second place is the Minister of the Sea, Juan Manuel Lafuente, with about 76,000 euros.
How do they earn more? In the case of García, a doctor by profession, this is due to her original profession. Law 10/1997 of the General Government Budgets provides for an original remuneration supplement for career civil servants who lose purchasing power compared to what they received in their previous professional position (in her case, in the health sector): that is why she receives an additional 23,515.8 euros annually. While Lafuente receives 6,000 euros for residence allowance, as he is from Minorca.
All in all, the highest-paid positions in the Administration are neither the president nor the councilors. The managing director of the Menorca Health Area, Bernardo Marcos Pax Bosch, can reach a total of 142,854 euros annually, almost double the president's salary. However, this is not a fixed amount: it is divided into a base salary of 64,540 euros and a variable part of 78,314 subject to the fulfillment of objectives set by the Health Service. This is common among hospital managers, as is the case of Raúl Lara Hernández, director of Health Assistance, who can reach 95,955 euros if he achieves the maximum objectives. However, the director of the Community Advocacy, Antònia Perelló, the General Director of Ib-Salut, Javier Ureña, and the General Comptroller, Carlos Bonet, have a fixed remuneration of 105,052 euros annually.
