PalmaThe Governing Council approved this Friday a spending ceiling of 7,160.88 million euros, 598 million euros more (+9.1%) than the current regional budgets and 1,213 million more in relation to the previous legislature. It is, once again, as pointed out by the Executive spokesperson, Antoni Costa, at the press conference following the Governing Council, the highest spending ceiling in the history of the Archipelago, a prior step to the preparation of the regional accounts. Regarding the parliamentary negotiation, Costa has assured that the Balearic Executive will not accept "red lines" or demands unrelated to budgetary matters in the negotiation of the spending ceiling and the 2027 regional accounts.
The PP Government managed to approve, with the support of Vox, the regional budgets for 2024 and 2025, but not those for 2026, as it did not have the support of the party led by Santiago Abascal. "Therefore, the parliamentary group with which we understand we have much higher chances of approving the budgets for 2027 is Vox," Costa pointed out in a press conference after the Governing Council meeting.
The vice president has announced that next week he will begin meeting personally with the parliamentary groups to try to reach an agreement that allows for the approval of the accounts for the next fiscal year, the draft bill of which, as he has confirmed, is already prepared.
Fiscal reform
Costa explained that the budget incorporates both the tax reform and the shock plan against inflation announced this week by the President of the Government, Marga Prohens, during the general policy debate in Parliament.
However, he warned that the Executive is only willing to negotiate issues related to public accounts and will not accept that parliamentary groups condition their support on other demands.
"If there is a willingness to negotiate regarding what we have already included in the budget, we can reach an understanding; if other issues that have nothing to do with the budget start to be raised, there is nothing to negotiate," he warned.
When asked specifically whether the Government will reject the red lines that parliamentary groups may propose, Costa replied: "Absolutely."
Costa cannot anticipate the possibilities of them prospering
The minister has acknowledged that, for the moment, he cannot anticipate the chances of the 2027 budget succeeding, although he has assured that the Executive's will is to reach an agreement.
"Right now we are not capable of saying whether this budget has a future or not," he admitted, before underlining that the Government's intention to approve it is "unequivocal".
Costa has defended that having a budget approved "in due time and form" generates tranquility and stability, two objectives that the PP Executive pursues.
