The PP wants to apply the vehicle limitation in Mallorca next season

PalmaThe PP expects that the law to limit the entry of vehicles to Mallorca will be definitively approved in Parliament between October and November and that it will come into force during the next tourist season. This was announced this Tuesday by the spokesperson for the Popular Party in the Chamber, Sebastià Sagreras, in a press conference prior to this Wednesday's plenary session, in which the consideration of the legislative initiative will be debated. Furthermore, Sagreras reproached the opposition for demanding "degrowth" measures, while not having taken "any" during the two previous legislatures, when, as he stated, "illegal tourist rentals proliferated." The Popular leader announced that the president of the Consell de Mallorca, Llorenç Galmés, will defend the proposal in Parliament.

From here on, parliamentary groups will be able to present amendments. The PP's forecast is that the processing will continue with the corresponding committee and commission and that the law will be approved before the end of the year.

The Ibiza precedent

Sagreras recalled that the PP has processed similar legislation in Ibiza and pointed out that in Menorca, they have begun to promote legislative modifications to apply similar restrictions. In the case of Mallorca, he defended that Galmés had to start drafting the law "from scratch" because the previous work, such as the road capacity study, "had not been done".

For his part, the island councilor for Territory, Mobility and Infrastructure, Fernando Rubio, highlighted the "collaboration and coordination" between administrations to achieve the objectives of the law, which, he said, aims to "make life easier for residents", with roads that are "more sustainable, with fewer cars and with a healthier life". Rubio also defended that the text is the result of "political and social consensus" and explained that the Council has met with shipping companies, vehicle rental companies, environmental organizations, hoteliers, the Port Authority of the Balearic Islands and the General Directorate of Traffic (DGT) to prepare the proposal.

To continue with the processing, representatives of the Council of Mallorca will soon travel to Madrid to meet with DGT officials. Rubio also highlighted the "record time" in which the Parliament Bureau has set the calendar to process the initiative as a matter of urgency. The councilor remarked that it is a "well-worked" law, drafted "far from improvisation" and "whims". He also thanked the Council of Ibiza for the coordination, since Mallorca has taken the neighboring island's regulations as a reference to draft its text. According to Rubio, this regulation has made it possible to avoid the entry of 35,000 rental vehicles into Ibiza this season.

Right now, the Council of Mallorca is working on updating the data from the island's road capacity study, which will serve to establish vehicle entry limits. Subsequently, it is planned to approve the fiscal ordinance that will set the taxes associated with these restrictions.

Among other issues, the new law will regulate the entry of rental vehicles and will allow for the establishment of access limits at specific points on the island, as is already the case in Formentor. It also provides for regulating the approval of future mobility plans. The text will incorporate a sanctioning regime, with fines of between 300 and 30,000 euros. The regulations will establish that foreigners who have a second residence in Mallorca will only be able to have one vehicle registered on the island.
